There are fifteen years since the declaration and it is time to open a dialogue active and proactive among all who work or we link with the heritage as citizens and public and private institutions. It is very favorable that Cuenca would be alive as it is: a heritage city of elements, spaces and cultural experiences that not only respond to important needs of its citizens, but which reveal its soul and spirit.

This article focuses on our city, with its outstanding features, and its textual realization of theoretical and urban fundamentals that were used in the conquest and Spanish colonization; it historic center, it tradition, it history, it landscape and relationships with nature represent a facet of the collective memory of humanity and mark a constant value. The dialogue of the city with the mountain range that surrounds it and with the four rivers that cross it are compelling facts for those who live and those who visit it.

The article looks at the emerging notion of the heritage as a resource to the development from two inputs: the discipline of urban conservation and the global discourse on culture and development. To review progress on both and clarify the links between the city, historical environments and sustainability, a set of valuable views are identified to rethink strategies for urban development in the Andean and Ecuadorian cities.

    Cuenca en estos quince años
(Universidad de Cuenca, 2015-01) López Avilés, Mónika
We experienced mixed feelings at the start of our exhibition. On the one hand we have the enthusiasm of having to express some thoughts from our profession, the preservation of Heritage Material of the city of Cuenca, that we just started from the date of the Declaration, in 1999. On the other hand, we feel a kind of bad impression, because apparently any investigative effort on the subject does not have the range expected in the city.

¿Quién “diseña” el paisaje?. Planificación vs. Poder del mercado
(Universidad de Cuenca, 2015-01) Pauta, Fernando
Planning, in confrontation with the power of the market, is important because it refers to substantive aspects of the conservation of the built cultural heritage. Cuenca is a city characterized by natural landscape, its rivers, mountains and buildings; vegetation gives an added value to the landscape character and the appearance of new alien species makes this landscape change.

To understand the relationship between the landscape and biological agents in Cuenca during the past 15 years, it is necessary to carry out an analysis of the past, the present and the future in the history of this landscape. Living beings are agents of change and transformation of the image of the city, the plants and animals depend on us and vice versa. Unfortunately, to consolidate and grow, the city of Cuenca is losing green areas and the connection between the biological corridors that sustain the landscape.

Cuenca has a unique and unrepeatable historic center that has won the title of World Cultural Heritage. However, after fifteen years of its declaration, the heritage property that comprise it are exposed to a gradual deterioration due to the lack of economic and technical resources for its conservation, to which must be added the underutilization of heritage education and heritage information

Any discussion directed toward the conservation and management of heritage in the city not should focus only at the last fifteen years, inasmuch as the current conservationists in the case of Cuenca were present since the end of the sixties, period from which starts the adoption of different actions aiming at the safeguarding of heritage. In addition, it is important to remember that Cuenca holds three recognitions of Word Heritage: the Historic Centre of Santa Ana de los Ríos de Cuenca, the traditional fabric of the hat of Toquilla straw, and the Qhapac Ñan (Paredones de Molleturo), which implies that efforts should bring together to learn, preserve and enhance not only the heritage property but the whole set heritage (tangible and intangible) of the city.

    El futuro del pasado
(Universidad de Cuenca, 2015-01) Quezada Dumas, Nancy
Heritage conservation work has produced important successes but also errors. The current management plan requires strengthening the collective awareness of conservation as well as the joint to the other actors. The inventories have provided an indispensable base for the work of preservation which in the future should be managed as a continuous process to broaden the basis of valuation of each heritage property, both tangible and intangible.

Algunas reflexiones sobre Cuenca, Patrimonio Cultural de la Humanidad
    (2015-01) Carvallo Cordero, Honorato
Already fifteen years after the honorable designation of Cuenca as Cultural Heritage of Humanity, It is long enough to make a space and, between us, meditating on how we are walking and assuming this enormous responsibility, because, while it is an honor, it is also a commitment of enlargement and respect to this city. Obviously, the world is waiting for fulfillment of the valuable trust that it has given us.
