Abstract
Integrated Services Digital Broadcasting Terrestrial (ISDB-T) is the standard adopted in Ecuador since 2010. There is a lack of proposals for taking advantage of communication alternatives with citizens, which the new digital technology will bring. The speed for alerting the community about dangers associated with natural hazards is an essential issue. There are many devices to alert population but none of them has the level of dissemination within households as the television does. This paper presents a software solution for early alert using the UCuenca-SDI (Spatial Data Infrastructure) core to activate an Emergency Warning Broadcasting System (EWBS) protocol in a Digital TV. Resumen
Los Servicios Integrados de Radiodifusión Digital Terrestre (ISDB-T) es el estándar adoptado en Ecuador desde 2010. Faltan propuestas para aprovechar las alternativas de comunicación con los ciudadanos, que traerá la nueva tecnología digital. La velocidad para alertar a la comunidad sobre los peligros asociados con los peligros naturales es un tema esencial. Existen muchos dispositivos para alertar a la población, pero ninguno de ellos tiene el nivel de difusión dentro de los hogares como lo hace la televisión. Este documento presenta una solución de software para alertas tempranas utilizando el núcleo UCuenca-SDI (Infraestructura de Datos Espaciales) para activar un protocolo del Sistema de Transmisión de Advertencia de Emergencia (EWBS) en un televisor digital. La solución tiene dos componentes: (a) Un esquema para integrar el módulo de activación en el SDI, donde se genera el código de activación para EWBS. (b) Un software de aplicación interactiva desarrollado sobre GINGA, donde los ciudadanos pueden acceder a instrucciones sobre acciones, como mapas y mensajes de texto, establecidas mediante la activación de organizaciones de emergencia para evacuar o tomar decisiones sobre un evento en particular.
