Abstract
A study was conducted on the perception of security in four parishes in the
basin: El Batán, Nulti, Baños and Machángara with the purpose of having two
rural parishes and two urban parishes with high and low crime incidence. A
description of statistics by parish was made in order to have a preamble of
information. We also applied the methodology of contingency analysis with
double threshold and obtained as a result that the urban sector has a greater
willingness to pay for the level of insecurity perceived by the inhabitants, and El
Batán was the parish with the highest perception of insecurity and the highest
willingness to pay on the other hand, a private and public project proposal is
proposed for the implementation of increasing the level of security in the parish
in question. In the case of the private project, a price of $40 should be proposed
for the project to be viable with a positive NPV, IRR greater than the reference
rate and benefit-cost greater than 1, and for the public project with a price of
$12.08, favorable results were obtained
Resumen
Se realizó un estudio sobre la percepción de seguridad en cuatro parroquias de
Cuenca las cuales son: El Batán, Nulti, Baños y Machángara, con la finalidad de tener
dos parroquias rurales y dos urbanos con alta y baja incidencia delictiva. Se realizó una
descripción de estadísticos por parroquia con el fin de tener un preámbulo de
información. También se aplicó la metodología de análisis de contingencia con doble
umbral y se obtuvo como resultado que, el sector urbano tiene mayor disposición a
pagar por el nivel de inseguridad que perciben los habitantes a su vez, El Batán fue la
parroquia con mayor percepción de inseguridad y mayor disponibilidad a pagar, por otro
lado, se plantea una propuesta de proyecto público y privado que incremente el nivel de
seguridad con la parroquia en mención, por la cual, para el caso del proyecto público se
obtuvo un precio de $12,08 teniendo como resultado un proyecto viable con VAN
positivo, TIR mayor que la tasa de referencia y beneficio-costo mayor que 1; de igual
manera para el proyecto privado, se obtuvieron resultados favorables
