Análisis del contenido informativo de las páginas web de cuatro municipios azuayos, en relación con la categoría participación ciudadana

Abstract

ABSTRACT This research thesis titled “Analysis of information content of the web pages of four Azuay municipalities, in relation to citizen participation” has as a primary objective of determining the forms of citizen participation available through the information on the websites of the municipalities of Girón, Gualaceo, Paute and Santa Isabel. This paper also aims to verify that the laws that protect the right to information and participation, as established by the current Constitution of the Republic, are being completed.

The research process was based on the review of bibliographic and legislative documents related to the topic of study. The analysis of this content, under qualitative and descriptive parameters, was the primary focus of the process. The research was based on four axes of analysis: design of the homepage, informative content of the news page, social networks and completion of the Transparency and Access to Information Law. Each axis of study was directed to identify citizen participation on the websites.

The research findings clearly indicate that citizen participation does not exist, and we present proposals for improvement. The most significant suggestion is to include citizens in municipal administration decision-making through technology and social networks. The recommendations of this paper can be applied to all four of the municipal websites: www.giron.gob.ec, www.gualaceo.gob.ec, www.paute.gob.ec y www.santaisabel.gob.ec, because they share similar features in their information management, updates, interactivity and design.
