Evaluación de acciones encaminadas a la aplicación del plan de movilidad y espacios públicos de Cuenca en el Centro Histórico, mediante un modelo calibrado de movilidad vehicular

Abstract

The Gobierno Autónomo Descentralizado de Cuenca designed the Plan de Movilidad y Espacios Públicos (PMEP) as support for a new vehicular mobility. The Historic Center represents a quarter of the local vehicular mobility, for this reason many changes are suggested for a new road system. In this context, this document suggests the evaluation of the actions taken by the GAD on the application of the PMEP at the Historic Center of Cuenca, proposing a model of its vehicular mobility. We have focused the evaluation on the ranking of the speed limits. The model was built and calibrated for the year 2015, taking in consideration static and dynamic information collected and it’s projected for the year 2018. We obtained an R^2 of 0.98 and a goodness of fit (GEH) of 0.90, which ensures the correct calibration of the model. Also it was determined that by the year 2018, after applying the mentioned changes on the PMEP, the percentage of roads with level E and F of service will increase, where the flow of traffic decreases in some roads, but it moves to parallel roads, this causes them to collapse. Therefore we have seen that there exists a rearrangement in the dynamic of traffic circulation at the Historic Center in 2018. A great deal of vehicles don’t get access to the Historic Center. Therefore we recommended that along with the execution of the actions by the PMEP, measures must be taken to promote new routes, parking spots and secure ways of transportation
