Abstract
This research work analyzes data on land occupation in the
peri-urban area of Cuenca, and in turn, this information is compared
with what is established in the planning instruments to determine the
degree of compliance with them. A theoretical framework is
constructed to support the research, based on the historical
description of the emergence of the city and, in turn, the definition of
the planned city and the management of the city.
The planning of the city of Cuenca since 1950 is analyzed.
Then, the area of study and the methodology to be used to achieve
the proposed objectives are established, the study variables are
applied and the results are compared between the planned city and
the built city. The results obtained will reflect the degree of
compliance with the regulations in the real city.
Finally, strategies or guidelines are established based on
which programs, subprograms and projects are developed as a
guide to make the planned city a reality, through the construction of
an appropriate planning and management of land occupation in the
peri-urban area.
Resumen
El presente trabajo investigativo analiza datos referentes a
la ocupación del suelo en el área periurbana de Cuenca, y a su vez,
esta información se compara con lo establecido en los instrumentos
de planificación para determinar el grado de cumplimiento de los
mismos. Se parte de la construcción de un marco teórico que sustente
la investigación, con base en la descripción histórica del surgimiento
de la ciudad y, a su vez se define lo que es la ciudad planificada y
la gestión de la ciudad.
Se analiza la planificación de la ciudad de Cuenca a partir
de 1950. Luego, se establece el área de estudio y la metodología
a utilizar para alcanzar los objetivos planteados, es así que se aplica
las variables de estudio y se comparan los resultados entre la ciudad
planificada y la ciudad construida. Los resultados obtenidos
reflejarán el grado de cumplimiento de la normativa en la ciudad
real.
Finalmente, se establecen estrategias o lineamientos con base
en las cuales se desarrollan programas, subprogramas y proyectos
como guía para que la ciudad planificada sea una realidad,
mediante la construcción de una apropiada planificación y gestión
de la ocupación del suelo en el área periurbana
