La función legislativa ecuatoriana: ¿unicameralidad o bicameralidad?: un estudio comparado

Abstract

This research work carries out a comparative study of the two classic forms of parliament organization, Bicameralism and Unicameralism, from their historical antecedents, concepts based on their characteristics, models and examples of their implementation, conditions to start up and the arguments in favor of each one. On the other hand, the Ecuadorian political parties and movements were analyzed, their behavior in the internal sphere and their role in the Legislative Power during the last 41 years. The method used for the development of this project was, on the one hand, documentary, because it has compiled background and information from books and scientific articles, and, on the other hand, transcriptional, because to support the analysis I made reference to definitions, studies and contributions from different authors. From the conclusions it is evident that both systems have their strengths and weaknesses, which their effectiveness depends on the conditions given by the State where they are implemented and the role of political parties, whose actions are decisive. Due to the current social and political situation in Ecuador, the reform of the legislature towards a bicameral parliament is feasible and coherent if it is intended to have a more reflective and more moderate National Assembly that can remain stable in the volatile environment and the weak partisan institutionalization that characterizes our country
