Abstract
This research work carries out a comparative study of the two classic forms of
parliament organization, Bicameralism and Unicameralism, from their historical
antecedents, concepts based on their characteristics, models and examples of
their implementation, conditions to start up and the arguments in favor of each one.
On the other hand, the Ecuadorian political parties and movements were analyzed,
their behavior in the internal sphere and their role in the Legislative Power during
the last 41 years.
The method used for the development of this project was, on the one hand,
documentary, because it has compiled background and information from books
and scientific articles, and, on the other hand, transcriptional, because to support
the analysis I made reference to definitions, studies and contributions from different
authors.
From the conclusions it is evident that both systems have their strengths and
weaknesses, which their effectiveness depends on the conditions given by the
State where they are implemented and the role of political parties, whose actions
are decisive. Due to the current social and political situation in Ecuador, the reform
of the legislature towards a bicameral parliament is feasible and coherent if it is
intended to have a more reflective and more moderate National Assembly that can
remain stable in the volatile environment and the weak partisan institutionalization
that characterizes our country
Resumen
En el presente trabajo de investigación se realizó un estudio comparado de las dos
formas clásicas de organización de un parlamento, el Bicameralismo y el
Unicameralismo, desde sus antecedentes históricos, conceptos en base a sus
características, modelos y ejemplos de su implementación, condiciones para
ponerse en marcha y los argumentos a favor de cada uno. Por otro lado, se
analizó los partidos y movimientos políticos ecuatorianos, su comportamiento en el
ámbito interno y, por supuesto, su rol en el Poder Legislativo durante los últimos
41 años.
El método utilizado para el desarrollo del proyecto fue, por un lado, documental
pues se ha recopilado antecedentes e información tanto de libros como de
artículos científicos, y, por otro lado, transcriptivo ya que para respaldar el análisis
se referencia definiciones, estudios y aportes de diferentes autores.
De las conclusiones se evidencia que ambos sistemas tienen sus fortalezas y
debilidades, que su efectividad depende de las condiciones dadas por el Estado
donde se implementen y el papel de las agrupaciones políticas, cuyas acciones
son determinantes. En razón de la coyuntura social y política actual de Ecuador, la
reforma del legislativo hacia un parlamento bicameral es factible y coherente si se
pretende tener una Asamblea Nacional más reflexiva y moderada que pueda
mantenerse estable en el ambiente volátil y la débil institucionalización partidista
características de nuestro país
