Evaluación al ciclo presupuestario del Gobierno Autónomo Descentralizado Intercultural y Participativo del cantón Suscal, en el periodo 2019

Abstract

The present integrative project "Evaluation of the budget cycle of the Decentralized Intercultural and Participatory Autonomous Government of the canton Suscal, in the period 2019", has as its main objective to evaluate the stages of the budget cycle through the application of the budget regulations issued by the different entities of the Ecuadorian government, as well as to measure compliance with the objectives set out in the Annual Operating Plan 2019 through the analysis of the budget documents and implementation of budget indicators. For the development of the integrative project, general and precise information on the period to be analyzed was available in the first chapter and annexes, such as the mission, vision, objectives, PDOT, the POA and the budget documents.

To verify the compliance with the regulations at each stage of the budget cycle, questionnaires with questions focused on the budget regulations were carried out, as well as an analysis of the income and expenditure budget documents along with the indicators to obtain results of the budget execution in the 2019 period, which can be found in chapter three. Finally, after having carefully evaluated each stage of the budget cycle of the Decentralized Intercultural and Participative Autonomous Government of the canton Suscal, we estimate pertinent conclusions and recommendations focused on what was observed during the development of the integrative project.
