Abstract
The present integrative project "Evaluation of the budget cycle of the Decentralized
Intercultural and Participatory Autonomous Government of the canton Suscal, in the period
2019", has as its main objective to evaluate the stages of the budget cycle through the
application of the budget regulations issued by the different entities of the Ecuadorian
government, as well as to measure compliance with the objectives set out in the Annual
Operating Plan 2019 through the analysis of the budget documents and implementation of
budget indicators. For the development of the integrative project, general and precise
information on the period to be analyzed was available in the first chapter and annexes, such
as the mission, vision, objectives, PDOT, the POA and the budget documents.
To verify the compliance with the regulations at each stage of the budget cycle, questionnaires
with questions focused on the budget regulations were carried out, as well as an analysis of
the income and expenditure budget documents along with the indicators to obtain results of
the budget execution in the 2019 period, which can be found in chapter three. Finally, after
having carefully evaluated each stage of the budget cycle of the Decentralized Intercultural
and Participative Autonomous Government of the canton Suscal, we estimate pertinent
conclusions and recommendations focused on what was observed during the development of
the integrative project.
Resumen
El presente proyecto integrador “Evaluación al ciclo presupuestario del Gobierno Autónomo
Descentralizado Intercultural y Participativo del cantón Suscal, en el periodo 2019”, tiene como
objetivo principal evaluar las etapas del ciclo presupuestario mediante la aplicación de la
normativa presupuestaria emitida por las diferentes entidades del gobierno ecuatoriano, así
mismo se midió el cumplimiento de los objetivos planteados en el Plan Operativo Anual 2019
mediante el análisis a las cédulas presupuestarias e implementación de indicadores
presupuestarios. Para el desarrollo del proyecto integrador se contó con información general
y precisa del periodo a analizar que se encuentra en el primer capítulo y anexos, como son la
misión, visión, objetivos, PDOT, el POA y las cédulas presupuestarias.
Para comprobar el cumplimiento de la normativa en cada etapa del ciclo presupuestario se
realizó cuestionarios con preguntas enfocadas en la normativa presupuestaria, así también,
se analizó a las cédulas presupuestarias de ingresos y gastos a la par de los indicadores con
el objetivo de obtener resultados de la ejecución presupuestaria en el periodo 2019, esto se
puede encontrar dentro del capítulo tres. Finalmente, después de haber evaluado
detenidamente cada etapa del ciclo presupuestario del Gobierno Autónomo Descentralizado
Intercultural y Participativo del cantón Suscal, emitimos conclusiones y recomendaciones
pertinentes enfocadas en lo observado durante el desarrollo del proyecto integrador.
