Plan especial de intervención de la margen del río Machángara, sector La Playa – parroquia Checa

Abstract

With urban growth in Cuenca, new areas of population growth have emerged, such as in the Checa parish, located to the north of the Cuenca canton, approximately 14km away from the canton center. The parish is primarily bounded by the Machángara River to the south, so the expansion has led to disorderly occupation along the Machángara River in the communities of La Playa and San Jacinto. The PDOT (Territorial Planning Ordinance) of Cuenca, in the "Reform, Update, Complement, and Codification of the Ordinance sanctioning the Territorial Planning Plan of the Cuenca Canton: Determinations for the use and occupation of urban land," establishes that the protection margins of ravines must have a minimum length of 15 meters and in the case of rivers a minimum length of 50 meters measured from the shore; it is necessary for sectors near these natural resources to have appropriate planning with proposals coherent with the environment and that help the population to grow in an orderly manner. Thus, a Special Plan has been generated for the La Playa sector, which has been configured as a human settlement on the banks of the Machángara River. The plan contemplates the urban determinants in accordance with the PDOT and PUGS of Cuenca, as well as the investment component.
