Abstract
The objective of this study was to determine the role of tourism development plans in decision-making for tourism development, taking canton Cuenca, Ecuador, as a case study. A qualitative approach of exploratory - descriptive scope and longitudinal section was used, which included an analysis in three phases; the first phase included a theoretical review on the importance of having tourism development plans for the decision-making of tourist destinations, in the second pase, the gaps that exist between tourism development plans and the management and accountability reports around the function of tourism planning that have been prepared in the canton of Cuenca were identified. Finally, semi-structured interviews were conducted with key informants and local authorities responsible for tourism planning in the canton of Cuenca, to explore different perspectives regarding the role of tourism development plans in decision-making, as well as to identify the gaps that limit their impact and effectiveness in the local context. The data obtained were subjected to a hermeneutical analysis through Atlas software. Ti version 25, where Sankey graphs were also generated to facilitate the visualization of results. Concluding that tourism plans can be effective tools to guarantee a comprehensive and balanced development of tourism activity in a territory, as long as their strategies and actions are formulated in accordance with the available resources, the needs and potentialities of the territory, as well as the interests of the different actors in the sector, to ensure that everyone benefits from this activity and achieve joint development in a sustainable way, avoiding obstacles and problems in the future, derived from poor management and planning of tourism activity.
Resumen
El presente estudio tuvo como objetivo determinar la función que cumplen los planes de desarrollo turístico en la toma de decisiones para el desarrollo del turismo, tomando como caso de estudio al cantón Cuenca, Ecuador. Se utilizó un enfoque cualitativo de alcance exploratorio - descriptivo y corte longitudinal, que incluyó un análisis en tres fases; la primera fase comprendió una revisión teórica sobre la importancia de contar con planes de desarrollo turístico para la toma de decisiones de los destinos turísticos, en la segunda fase se identificó las brechas que existen entre los planes de desarrollo turístico y los informes de gestión y rendición de cuentas en torno a la función de la planificación turística que se ha elaborado en el cantón Cuenca. Finalmente, se realizaron entrevistas semiestructuradas a informantes clave y autoridades locales responsables de la planificación turística en el cantón Cuenca, para explorar diferentes perspectivas respecto a la función que cumplen los planes de desarrollo turístico en la toma de decisiones, así como identificar las brechas que limitan su impacto y efectividad en el contexto local. Los datos obtenidos fueron sometidos a un análisis hermenéutico a través del software Atlas. Ti versión 25, donde también se generaron gráficos de Sankey para facilitar la visualización de los resultados. Concluyendo que los planes de turismo pueden ser herramientas eficaces para garantizar un desarrollo integral y equilibrado de la actividad turística en un territorio, siempre y cuando sus estrategias y acciones estén formuladas de acuerdo con los recursos disponibles, las necesidades y potencialidades del territorio, así como a los intereses de los diferentes actores del sector, para asegurar que todos se beneficien de esta actividad y alcanzar un desarrollo en conjunto de manera sostenible, evitando obstáculos y problemáticas a futuro, derivadas de una mala gestión y planificación de la actividad turística.
