    El ejercicio de la gobernanza en los GADS de los cantones Cuenca y Gualaceo

    This thesis is developed in the framework of governance, and specifically it aims to analyze how local government authorities generate different actors citizens. Today our country shows constant changes, changes that are reflected in the territorial, social and economic political act, we live new moments, there are new players, we have a new constitutional framework, inviting elected officials to work in a decentralized manner and participatory, which evokes a different act, and get out new practices in managing these authorities executed. It must also recognize that citizens are more aware of what their rulers, and is interested in acting and being part of the decisions that representatives of the autonomous decentralized governments are taking. It means that the authorities would work on new dynamics that would create opportunities for local actors to be part of the development process and especially in decision-making processes, fully generated an exercise of governance at different levels.
