It is part of a quantitative analysis research using parametric and non-parametric tests with the collection of secondary information to analyze and obtain results. The population of interest is constituted by the small and medium enterprises of the clothing manufacturing sector of the city of Cuenca, for which deals with the variable Working Capital and its management due to find out if it contributes to a variation in the Liquidity and Profitability. The Current Liquidity was estimated through the Mann-Whitney U test; while the Profitability through the Student t test for independent samples. The development of this work we began a detailed explanation of the contents that will allow to understand in a better way the administration of the human talent in the public sector, the outstanding information it is detailed about the Autonomous Government of the town of Gualaceo. To carry out the comparative analysis information it was gathered about the handling of the subsystems of human talent applied in the Autonomous Governments of the Town of Gualaceo and Average with the purpose of finding differences, similarities, successes or mistakes to the moment to carry out the processes settled down by the law to which the public sector of the GADS is governed.
