    The present research work includes the "Design Performance Evaluation of Administrative Staff Municipal autonomous governments of the Province of Cañar, Applied in Canton Biblián”, aims to provide a performance evaluation methodology 360 competency through the description of the organization of municipal autonomous governments of the Province of Cañar, analysis of the concepts of performance evaluation and the generation of evaluation results. The results of the investigation allowed, know the organization of the Municipal Decentralized Autonomous Governments of Cañar Province, provide a performance evaluation design competency- 360 for administrative staff of the same, and get results with the application of the methodology considering the legal framework of the public Service Act governing such institutions. The performance evaluation methodology administrative staff will be instrumental in implementing municipal autonomous governments, for having the assessment approach as municipal public servants have the legal basis and regulations.
