    The purpose of this thesis is approaching a methodology for the identification of heritage values from the perspective of multiple actors. For which we review theory based on preservation values and participatory approach. In addition we study different approaches for identifying values, both at international, national and local context. Finally the proposed methodology is applied to the case studies: Las Herrerías, San Roque and El Ejido.

    Heritage values: towards a holistic and participatory management approach

    Purpose In other fields, like natural resources, a wide range of participatory methods have been applied, criticized and adapted trough practice. Areas such as anthropology, history or architecture have contributed to the identification of heritage values. Semi-structured interviews and cultural mapping are examples of qualitative and participative methods that have been applied already in the conservation field. Nevertheless, no framework exists to assess the effectiveness of such methods and little experience has been built up in actor’s integration within the heritage value identification process.     Modelo de gestión del patrimonio cultural edificado basado en la participación ciudadana para la ciudad de Cuenca

    Thisthesis entitled Model of Cultural Heritage Management Built based on the Citizen Participation in the city of Cuenca whose main objective is to contribute to the conservation of cultural built heritage of Cuenca city through a model of heritage management edified culture based on citizen participation to contribute to the care and maintenance of properties of heritage character of the city. To achieve this goal, have developed a design methodology quantitative, transversal and proactive approach, using research techniques literature review, analysis of public documents, interviews with experts in management of the built cultural heritage, and surveys owners heritage property built in Cuenca city, with reference to Emergent and Architectural built value according to the classification registered in the Ordinance for the Management and Conservation of Historic and Heritage of Cuenca city established by the Goberment of Cuenca. Among the main conclusions that have been reached with this research, it is evident that most owners of assets have not been consulted regarding the management of their assets and also receive technical support from the local government or institutions competent public. Moreover, according to experts of the Municipality of Cuenca, it has been determined that do not have a management model focused on the active participation of citizens.

    Modelo de gestión para el financiamiento de la conservación del patrimonio edificado en ciudades históricas: caso conjunto de la Calle Vivanco, acceso al Centro Histórico de Catacocha

    The heritage conservation in the country faces challenges associated with shared responsibility between owners, local governments and the State regarding their funding, since the low capacity to generate resources that respond to private initiative and dependence, almost exclusively of the availability of public funds whose programs of financial development, have determined the limited recovery of privately owned assets in our country. This thesis proposes financing alternatives that allow the maintenance of these buildings in their respective environments, through a financial management model that promotes public - private initiative and community involvement to achieve both the protection of that heritage and the socioeconomic development of the community. The proposed model is carried out the Vivanco Street Architectural Set, located on the access to the City of Catacocha, based on the identification of cultural and economic values that define the site as Good Cultural and as a Factor of Development. The creation of the Company for the Conservation and Rehabilitation of the Historical Center of Catacocha, established in a public - private alliance, according to the model of mixed economy, to allow the attainment of the objectives set out in this management model. This proposal, by promoting the recovery of the cultural heritage built from the historic centers in function of the socio-economic benefit of the community, allows the strengthening of local identity and challenges the various actors to conserve the values that make up the sites

    Modelo de gestión para la conservación del patrimonio edificado de la ciudad de Cuenca

    Since 1979, Ecuador has specific legislation for the protection and safeguarding of its heritage. However, 37 years have passed without this legislation have been revised or updated, which has greatly difficult conservation, especially in regard to build herita-ge. In the case of Cuenca, a deficiency of an adequate legal framework and the high demand for land use has caused serious losses -in some cases irreversibles- for the cultural heritage of the city. While there have been initiatives by the local government for the protection of historical and heritage areas -Heritage of Ecuador since 1982 and World Heritage Site by UNESCO since 1999- they have not given the expected results, among which is the absence of appropriate management tools. The following research aims, based on a theoretical analysis of the current state of heritage ma-nagement in Cuenca, the approach of a management model for the Conservation of Built Heritage in our city, identifying the actors involved in this work, while stating the activities that each of these must develop in order to build policies and participatory conservation strategies that contribute to the protection of our cultural heritage for the enjoyment and social use of present and future generations.
