    Análisis de accesibilidad del entorno construido en equipamientos educativos para personas con discapacidad físico-motora: instituciones de educación especial

    The present study is based on a conceptualization to understand what accessibility means in the built environment of an inclusive center, emphasizing the physical-motor disability, then identify through a comparison between national and international standards, the points that will influence in the analysis of the education centers and subsequent proposal. Throughout the investigation seven special education centers are identified in the city of Cuenca, however, two of those are framed within the type of disability for the current study, to which a deeper analysis is conducted in order to determine the level of accessibility, establishing a percentage of compliance of the mentioned standards. Following this process, a proposal is made to improve the spaces within the site corresponding to the selected center, achieving optimal and more favorable conditions that ensure accessibility to their surroundings.

    Análisis de dotación de áreas verdes públicas en la ciudad de Cuenca

    The urban green areas system constitutes a fundamental factor in the structure of the city since they are considered vital spaces within it. Their function since ancient times responds to the condition of being “the lungs of the city” because they provide cities with significant environmental benefits. However, without abandoning their main concept, these areas have adopted characteristics that allow and motivate the recreation of the inhabitants of urban centers; requiring the development criteria for their planning and location. The present work had the objective of quantifying and evaluating the system of urban green areas in the city of Cuenca. This urban center has a particular structure with morphological, physical and social characteristics of the city. Due to this, the strategies and criteria proposed in the research respond to these conditions. In order to fulfill the proposed objective, a calculation methodology was identified which studies this system in three stages. In the first stage of conceptualization, the definition, classification and coverage range of green spaces were established. In the following stage called method, the variables to evaluate were defined, as well as the parameters and instruments to obtain the data. And finally, in the last stage the analysis of all the components of the urban green areas system was carried out, to present the obtained results later. The Urban Green Index (UGI) of the city of Cuenca is 7,95 m2/ inhabitant. In addition, other results obtained are of the indexes of each typology of the green areas studied. Also, based on the different analysis (general, lands¬cape, environmental, and coverage), problems were identified that, among other aspects, show the lack of planning of this system for the peripheral areas of the city, were new residential uses are being located. The research concludes that the coverage of green areas is not balanced, and this shows the lack of space in certain areas and parishes of the city, as well as the scope of the different typologies that make up the system of green areas.

    Análisis del modelo de gestión de la vialidad rural en la provincia del Azuay en el marco de la ordenación territorial; en el período diciembre 2008 – diciembre 2016

    Relationship infrastructures are one of the subsystems that make up the territorial system and an important part of them is made up of road networks. The road facilitates the relationship between settlements, linking to the production areas and fulfills the role of connector and flow channel. The Provincial Decentralized and Autonomous Government, has promoted for more than a decade, a proposal for intervention in rural roads, based on guidelines and policies established on the basis of a diagnosis of the road network, and the needs identified by the population; However, it is from year 2008 with the enactment of the current constitution, that the competencies for each level of government are clarified and that the Provincial GAD is promoting with greater emphasis, the consolidation of the Rural Roads Management Model. From conception, the model has gone through different stages, until the current level of applicability and establish itself, as a management tool recognized locally and nationally for the CONGOPE, AME and CONAGOPARE for its innovative approach based on participation, linking public sectors and private sectors, recovery of investments and articulation between levels of government; Its analysis is aimed at determining structure, implementation process, generated impacts and if the implementation of it, has improved the indicators of the service provided. Contrasting the information of the Provincial entity with interviews with authorities of Parochial Governments, it is sought to determine problems or critical knots of the model and based on it, to establish strategies for its strengthening, especially regarding the management of resources, the implementation of intergovernmental coordination mechanisms and information management.

    Criterios e indicadores para la planificación urbana de los espacios recreativos y áreas verdes en asentamientos concentrados de las parroquias rurales del cantón Cuenca: aplicación en la parroquia Ricaurte

    This research addresses the need to strengthen urban planning processes in concentrated settlements of the rural parishes of Cuenca canton, with the aim of ensuring equitable access to recreational spaces and green areas. The main objective was to establish criteria and indicators for the proper allocation of land reserves for these spaces, applying the proposal to the parish of Ricaurte. The study follows a mixed-methods approach structured in five phases: 1) development of the conceptual and regulatory framework, 2) analysis of case studies, 3) formulation of criteria and indicators, 4) application in the study area, and 5) systematization of results. The methodology included document analysis, the use of Geographic Information Systems (GIS), and the development of indicators tailored to the rural context. Strategic areas for land allocation were identified based on accessibility, physical suitability, and infrastructure availability. The proposed methodology contributes to the technical strengthening of planning in concentrated rural settlements and may be replicated in other parishes of the canton. Finally, the proposed indicators proved effective in guiding urban planning processes grounded in specific and contextualized criteria.

    Diseñando un parque inclusivo: Anteproyecto del Parque del Niño para promover la accesibilidad universal y la inclusión de niños con y sin discapacidad en el cantón Gualaceo

    Public space is an essential element of the urban structure, where society becomes visible and where social interaction occurs. The use of this places is considered a right for everyone, so it must promote inclusivity and social well-being. Currently, quality green areas and parks in Ecuador are scarce and few are inclusive, this has an impact on problems of discrimination and exclusion, especially for people with disabilities. In response, this work presents the proposal to redesign the Parque del Niño, focused on the inclusion of children with and without disabilities in Gualaceo, using Universal Design as a design tool to create accessible environments for all without major difficulties. The research presents a qualitative and quantitative analysis of the study area that determines its configuration and the results of the participatory workshop at the Unidad Educativa Especial Gualaceo where the situation and needs of children with disabilities are perceived. Subsequently, it formulates a design proposal described through a set of architectural plans, sections and perspectives that demonstrate how Universal Design contributes to redesign the park. Finally, it presents conclusions and recommendations that can be used for future designs of inclusive public spaces with similar characteristics.

    Diseño de un sistema de valuación masiva de suelo urbano fundamentado en la teoría de la renta de la tierra. Aplicación al caso de Cuenca, Ecuador

    The municipalities, faced with the obliga-tion to generate property appraisals, have predom-inantly used the comparison method, characterized by submitting to the distortions of the land market, excluding the explicit consideration of factors that value it. This article presents a method of valuing urban land massively, based on the generation of land rents that value the property and that in its capitalized form are expressed in its price. Through the application in the city of Cuenca, a set of pro-cedures is established for the determination of the base unit price, identifying for this the capital incor-porated into the land in infrastructures and equip-ment, and quantifying the most relevant primary and secondary rents from the expressions of the spatial structure of land uses linked to their gener-ation. The results obtained show that the theory of land rent is applicable to the massive valuation of urban land for cadastral purposes, obtaining a sig-nificant degree of understanding of the conforma-tion of land prices in the city associated with their dynamics

    Efectos de la distribución del servicio de educación en el territorio. Las unidades educativas del milenio en el cantón Cuenca

    The objective of the research is to determine the effects caused by the construction of the Millennium Educational Units on the dynamics of mobility and accessibility of the population and land uses. For this purpose, the research was carried out through case studies with a quantitative and qualitative methodology. To determine the effects on mobility, a semistructured survey was applied to users. On the other hand, changes in land use were analyzed with the support of Geographic Information Systems (GIS) through a supervised classification to determine changes in land cover and a property survey to determine changes in urban land use. Among the main mobility results, it was observed that, although the Ministry of Education (MINEDU) established a service coverage area, users come from different sectors within and outside the planned area. Regarding accessibility, taking as a reference the use of public transportation (bus), more than 78% of the users in the two schools use this mode of transportation, despite this, nearly 50% of the communities where the students come from do not have coverage of this service. Finally, changes in land use due to vegetation cover do not exceed 20% in any of the cases and urban land use does not show representative changes

    Los equipamientos comunitarios en el ordenamiento territorial cantonal y parroquial dotación, localización y gestión

    The community facilities are infrastructures and buildings that help to people to do possible your education, your culture, health and well-being giving services of civic life, establishing one of the elements that become essential for quality life. The intention is: i) Know the actual situation of community facilities in buildings of district and administrative circuit and know what they have been the criteria with which it has been localized; ii) The competences of the Autonomous Decentralized Governments in the localization of equipment, classifying them by type in function of the territorial structure of the state; iii) Structure indicators of dotation and localization in the scope city and town; and, iv) Endowment regulations, localization and management. The challenge is confront the problems realized by a process of accelerated urbanization and the need of laws and rules for managing the Autonomous Decentralized Governments, in especial by endowment and localization of community facilities in cities and towns, through formulation of plans of responsible land planning and articulated at all its levels.

    Estrategias urbano arquitectónicas para recuperar el uso residencial en el centro histórico de Cuenca

    Historic centers are the oldest and most complex sites in a city that have undergone various economic, social, cultural and urban changes. They contain a series of symbols and architecture that reflect the history and identity of the people, constituting areas of great value for the city and its population. This study is focused on the first order area of the historic center of Cuenca, which is one of the most representative sites of the city and the country because it is the core of religious, political, economic and administrative power and is considered Cultural Heritage of Humanity. Over the years, the resident population has been affected by aspects such as the massive use of the car, the increase of land costs and the growth of tertiary activities, which have caused the native population to leave this area and move towards the periphery of the city, leading to the loss of resident population. As a response to this phenomenon, it is necessary to propose strategies that allow the recovery of residential use in the historic center of Cuenca, considering the current problems and the main reasons for not living in this area, with the purpose of improving the living conditions of residents and promoting the recovery of residential use. In this context, this work addresses conceptual aspects that allow to understand the importance of historical centers and residential function, as well as experiences in other Latin American cities aimed to confront the loss of housing use in their centralities. Through the analysis of the current situation in the study area, a series of strategies are proposed that seek to stop and reverse the depopulation process of the historic center of Cuenca in order to recover its vitality.

    Estrategias y propuesta de diseño para el mejoramiento de la calidad del hábitat en la vivienda social

    Nowadays, the housing deficit is a problem that afflicts Latin American societies both quantitatively and qualitatively, due to the fact that most social housing policies focus on building housing, without taking into consideration that the projects provide adequate habitat for their occupants This is also a fact that is reflected in Ecuador, which is why, in this titling work, an architectural and urban analysis is carried out on housing complexes of social interest built in the country, through the application of surveys and interviews to the beneficiaries and technicians specialized in the subject, in order to identify the problems of the current state of housing and thus establish strategies that provide housing solutions to be considered when planning and executing social interest housing projects. Similarly, minimum parameters are established regarding the sizing of the different spaces, which must be met in the design of these homes. This study is reinforced with the design proposal of a standard housing prototype and another that meets the requirements of universal accessibility, these designs comply with all the strategies and parameters proposed, with the aim of improving the habitat in social housing in the Costa, Sierra and Amazonía regions of Ecuador.

    Factores que propician la inseguridad en el espacio público a partir de la percepción ciudadana: caso de estudio Plaza 9 de Octubre, cantón Cuenca

    Public space constitutes one of the most relevant issues in the conformation of a city, granting identity and enriching its urban landscape. One of the most representative functions is reflected in its use and appropriation by the community since it allows the meeting between several social groups and the development of various activities. However, some factors entail inadequate perception. The objective of the work was to expose the results of an investigation in 9 de October - Cuenca to know the factors that people feel insecure in the public space. To respond to this objective, a methodology consisting of 3 stages is proposed where the opinions and suggestions of the main actors that make use of it were included. The first stage of conceptualization has established the classification of possible factors that influence the perception of insecurity. The second phase focuses on collecting data through systemic observation, surveys, and interviews; finally, the results are analyzed. This research concludes with the approach of intervention strategies and criteria, which seek to reduce the perception of insecurity that is lived in the area of study

    Identificación de variables, características y lineamientos de actuación para mejorar las condiciones de habitabilidad en asentamientos informales en el área de influencia inmediata de la ciudad de Cuenca. Caso de estudio (Barrios: Guzho - Tres Marías - El Calvario)

    The informal city represents a considerable segment of urban land, as it significantly increases and becomes the main way of accessing the territory and consequently housing, the reality of which has a greater impact in the Latin American region. The main purpose of this research work is, in the first instance, to identify the variables and characteristics that define informal settlements in the immediate area of influence of the city of Cuenca, specifically in the peripheral neighborhoods Guzho-Tres Marías and El Calvario. The great processes of accelerated and disorderly urban growth, plus the housing deficit that Cuenca has been going through in the last four decades, have given way to the appearance and increase of informal human settlements, located in peri-urban areas of the city, same as To a large extent, they are soils that are not suitable for development, as they present topographic limitations and areas of environmental risk. In this context, this study addresses both conceptual and legal aspects that allow us to understand the problem of informal settlements, as well as cases in Latin American cities that have experienced such a phenomenon in the last decades of the 20th century and continue to face it so far in the 21st century. In this way and through the current situational analysis of the Study Area, as a second instance within the main purpose of this research, a set of action guidelines are proposed, focused on the one hand on improving the habitability conditions of the population residing in these informal spaces, and on the other hand, look for possible solutions or mechanisms that slow down or prevent this type of urban growth.

    Intervención urbana y recuperación del espacio público en el barrio Carmen de Guzho Alto de la ciudad de Cuenca

    The main objective of this titling work is to improve the spatial urban conditions of the Carmen de Guzho Alto neighborhood in the city of Cuenca. In order to fulfill it, it has been proposed to carry out different participatory workshops with the inhabitants of the neighborhood, in which Tactical Urbanism is used as a methodological basis, whose main foundation is to include the communities as a central axis, prioritizing their perspective and criteria in the development of the preliminary project. The workshops are based on four fundamental stages, which consist of: • Explore what it means to carry out a participatory diagnosis, that is, to know what the community perspective is. • Dreaming which consists of constructive criticism of the urban system together with the community. • Participate, which is based on participatory design and the collection of proposals from the inhabitants. • Reflect where the objective is to share the interpretations, analyses, experiences and recommendations generated throughout the entire methodological process. Finally, as a result, a participatory design was obtained in which the main needs and problems of the inhabitants of the neighborhood were resolved. The selected space was able to accommodate the ideas of the population and were able to transform them into quality architectural designs that embrace the principles of participatory urban planning.

    La generación de centralidades comerciales y de servicios en el periurbano de Cuenca. Caso de estudio la parroquia Ricaurte

    This document analyzes the generation of commercial and service centralities in the peri-urban area of the Ricaurte parish of the city of Cuenca-Ecuador, classifying these centralities through the use of data on land uses obtained during the information gathering carried out by the Territorium research group in the years 2022 and 2023, providing a detailed description of the study area, delimiting it and dividing it into smaller spatial units for analysis. In addition to classifying their land uses, the location of their commercial and service activities and typologies through the count of uses, diversity and functional specialization, the Nelson index was used, which divides them into three levels of concentration: high, medium and low, highlighting the importance of a comprehensive approach to capture the variety of these activities and their influence on their development, demographic growth and distribution.

    La generación de centralidades comerciales y de servicios en el periurbano de Cuenca. Caso de estudio Parroquia El Valle

    Centralities are places or areas in a city that serve as a concentration of activities. They play a fundamental role in the development and functioning of a territory. Their importance lies in several aspects that have a positive impact on the lives of residents and on the economic and social development of the area. Their characteristics may vary depending on the size and structure of the city. The development of urban centralities is essential for a sustainable and functional city, as they promote diversity and a mix of land uses, offering opportunities for economic development and social interaction. The present research aimed to identify and analyze the configuration of commercial and service centralities in the peri-urban area of Cuenca, El Valle parish. This area has undergone a process of transformation in recent decades, shifting from a predominantly agricultural zone to an area with a greater presence of urban and commercial activities, which has brought about significant changes in the territory's dynamics. Therefore, strategies are proposed to respond to these conditions and contribute to identifying the places where the concentration of activities giving rise to "centralities"occurs.

    La integración de aprendizajes en la enseñanza de la planificación urbana articulada a contextos reales: Evaluación del proceso pedagógico en la formación del arquitecto a través de un caso de estudio

    El artículo expone y evalúa el proceso pedagógico destinado a la formación específica en planificación urbana bajo la modalidad de itinerario académico, perteneciente a la Carrera de Arquitectura de la Universidad de Cuenca (Ecuador), en el que la vinculación con la sociedad o extensión universitaria representa una oportunidad integral para el aprendizaje en entornos reales. El plan de estudios pretende formar al estudiante en los ámbitos teóricos, metodológicos y técnicos necesarios para enfrentar la redacción o formulación de planes de ordenación urbanística. Para ello y respondiendo a la vez a una demanda concreta de los gobiernos locales, se trabaja en centros poblados menores a 3.000 habitantes, desde la premisa de “aprender planificación urbana, haciendo planificación urbana”. Como caso de estudio se expone el Plan de Ordenación de la Cabecera Parroquial de Urdaneta, Cantón Saraguro, formulado con un sólido soporte teórico conceptual y una rigurosidad técnica, que atendieron la necesidad presentada por la Municipalidad. La evaluación demuestra que alcanzar los resultados de aprendizaje relacionados a la formación en ordenación urbanística requiere una integración plena y consolidada de las metodologías de la formulación de un plan con aquellas referidas al proceso pedagógico, en términos de estrategias, medios para la articulación horizontal entre asignaturas, definición y distribución de actividades; y modalidades de trabajo y evaluación.     La ocupación del espacio público en el Centro Histórico de Cuenca en el marco del COVID-19. Caso de estudio: Plaza El Vergel

    The COVID-19 pandemic has changed the way in which public spaces are inhabited in cities. The restrictions applied to the use of public space as a measure to reduce the contagion and spread of COVID-19, and the quarantines decreed in Ecuador, have transformed the public life of people and with it their relationship with public space. Consequently, various design strategies have emerged in order to provide quality public spaces and which, in turn, seek to increase the degree of occupancy of public space, which, in the face of pandemic restrictions, has been affected. The present investigation focuses on determining the degree of occupancy of the El Vergel square, located on the edges of the Historic Center of Cuenca in the context of the COVID-19 pandemic. That is why the repercussion that the restrictions of activities in the public space have had is analyzed applying a methodology based on direct non-participant observation, complemented with behavioral tools such as: counting, mapping, trajectory, field diary and photography; that together with the quality criteria it will be possible to demonstrate the strengths, needs and the new way of using the public space square. The investigation is concluded with the intervention criteria that seek to promote the permanence of people in the square and, in turn, that the criteria proposed in this document serve as a model for the design and intervention of different public spaces in similar conditions.

    La transformación del espacio público a partir de las dinámicas de ocupación de migraciones extranjeras

    In the last years, Ecuador has been the destiny for some migration groups, where the Venezuelan community is generated a major impact on the social and spatial dynamics of each city that they are. Cuenca has received around ten thousand Venezuelan migrants according to the statistics that have the institutions that work with this community. Then, in a base of urban public space dynamics is necessarily known that are occurring in zones where this population is occupying to determinate the percent of physical and perceptual transformation of that place. It is necessary to understand that is happening with the territory that migrants and conational are comparting In this way, around these problems, the study determines one zone into Cuenca Historic Center because it is the place that concentrates the major economic, political, and administrative activities. Finally, with the analysis results, this study establishes intervention lines with the proposal to contribute and help Government to manage this kind of situation in each city.

By means of the analysis, characterization and understanding as a synthesis of the study area, guidelines are created to provide answers or solutions to problems that cross natural protection areas and are not suitable for urbanization; These guidelines contribute to the elaboration of a project (proposal) that mitigate the effects generated by the accelerated growth of the city.
