Abstract
The purpose of this research project is to establish whether there is a violation of the Right
to Legal Security, at the time that sexual crimes against girls, boys and adolescents have been
declared imprescriptible, action taken by means of the referendum of 04 February 2018,
whereby different legal institutions are analyzed, which are conceptualized and have an
intimate relationship with the Right to Legal Security; as well as analyzing and determining
if the legal institution called punitive populism or criminal populism is projected in the legal
reality of the Republic of Ecuador
Resumen
El presente proyecto de investigación tiene por objeto el establecer si existe una violación al
Derecho a la Seguridad Jurídica, al momento de que se ha declarado imprescriptibles los
delitos sexuales en contra de las niñas, niños y adolescentes, medida tomada mediante el
referéndum del 04 de febrero de 2018, por lo cual se analiza diferentes instituciones jurídicas,
que son conceptualizadas y tienen íntima relación con el Derecho a la Seguridad Jurídica; así
como el analizar y determinar si la institución jurídica denominada populismo punitivo o
populismo penal se ve proyectado en la realidad jurídica de la República del Ecuado
