| dc.description | El presente trabajo de investigación tiene por objeto analizar los fundamentos constitucionales y convencionales en los cuales se reconoce al internet como un servicio público y como derecho humano; de tal manera que en base a dicho análisis se pueda establecer su posible categorización como servicio básico en la República del Ecuador. Además, se detalla la realidad ecuatoriana, esclareciendo datos de acceso, alcance y cobertura que tenemos los ecuatorianos con respecto al servicio de internet. De manera especial se puntualiza lo beneficioso que resulta contar con el acceso al mencionado servicio ya que nos permite materializar el ejercicio de otros derechos y servicios, y a la par se establecen las obligaciones que tiene el Estado Ecuatoriano para con la ciudadanía al momento de garantizar tal acceso. | en_US |
| dc.description.abstract | The purpose of this research work is to analyze the constitutional and conventional foundations in which the internet is recognized as a public service and as a human right; in such a way that, based on said analysis, it’s possible categorization as a basic service in the Republic of Ecuador can be established. In addition, the Ecuadorian reality is detailed, clarifying access, scope and coverage data that we Ecuadorians have regarding the internet service. In a special way, it is pointed out how beneficial it is to have access to the aforementioned service since it allows us to materialize the exercise of other rights and services, and at the same time the obligations that the Ecuadorian State has towards the citizenry at the moment of guaranteeing such access. | en_US |
