dc.descriptionEl presente proyecto integrador presenta la evaluación al ciclo presupuestario en el GAD parroquial rural de Paccha para el periodo 2017. El realizar una evaluación de las etapas del ciclo presupuestario es de vital importancia para todos los Gobiernos Autónomos Descentralizados pues permite medir el cumplimiento de metas y objetivos, así como determinar sus falencias y establecer medidas correctivas. El desarrollo de este proyecto se lo realizó mediante la revisión y análisis del POA, cédulas presupuestarias y detalle de los gastos de proyectos proporcionados por el GAD parroquial rural de Paccha. La evaluación al ciclo presupuestario demostró que el GAD parroquial rural de Paccha posee algunas falencias en el contenido de su POA, reformas innecesarias y obras inconclusas. Para dar respuesta a las falencias encontradas se establecieron recomendaciones con el fin de que el GAD las acoja para mejorar en el cumplimiento de sus metas y el desempeño de su personal. De esta manera se optimizará la gestión de recursos públicos para cubrir las necesidades de la poblaciónes_ES
dc.description.abstractThe present integrative project presents the evaluation to the Budgetary Cycle in the “GAD parroquial rural de Paccha” for the period 2017. Making an evaluation of the stages of the budget cycle is of vital importance for all the decentralized autonomous governments because it allows to measure the success of goals and objectives, as well as determine their shortcomings and establish corrective measures. The development of this project was carried out through the review and analysis of the POA, budget cards, and details of project expenditures provided by the “GAD parroquial rural de Paccha”. The evaluation of the budget cycle showed that the “GAD parroquial rural de Paccha” has some shortcomings in the content of its POA, unnecessary reforms, and unfinished works. In order to respond to the shortcomings found, recommendations were established in order for the GAD to welcome them to improve their compliance with their goals and the performance of their personnel. In this way, the management of public resources will be optimized to cover the needs of the populationes_ES
