Examen especial a las etapas preparatoria, precontractual, contractual y cierre de los distintos procesos de contratación pública y propuesta de mejora al Gobierno Autónomo Descentralizado del cantón Girón del período 2017

Abstract

The integrating project called Special Examination at the Preparatory, Precontractual, Contractual and Closing Stages of the Different Public Procurement Processes and Proposal for Improvement of the Deceentralized Autonomous Govemment of the Girón Canton of the Period 2017 was carried out with the objective of determining the level of compliance with the regulations, through the evaluation of its internal control and verification of the efficiency, efficacy and economy of the resources used in the development of its operations. Next, the work structure is described:  Chapter I presents the general information of the Municipal GAD, which describes its strategic objectives, functions and policies.  Chapter II contains the theoretical framework, highlighting those concepts that have a direct relationship with the project.  Chapter III provides the development of the Special Exam applied to the public procurement component, which sets out the phases of preliminary planning, specific planning, execution and communication of results, which aims to issue and present the audit report.  Finally, Chapter IV shows the conclusions and recommendations that have been reached once the project is completed and an action plan with proposals that improve the execution of its procedures. In addition, the annexes that show the development of the different phases of the audit are observed in the final part.
