Abstract
This document is the result of an analysis of services provided by the State for the socio-economic reintegration of migrants that return to the Azuay under the Buen Vivir plan. The main objective of this investigation was specifically to analyze the services that the State offers to migrants who return to the Azuay in order to improve their living conditions.
This investigation consists of five chapters. The first chapter analyses conceptual aspects about the topic at issue relating to Buen Vivir. This topic was also evaluated to see how it influences the way services are provided to returning migrants. The second chapter centers on historical and current contexts of international migration to and from Ecuador.
In the third chapter present a general characterization of the returning migrants researched in the Azuay, which is done through socioeconomic and migratory personal data. In the fourth chapter, I investigate the impact that six different public institutions have in terms of services and benefits provided and proposed for returning migrants.
Finally, the fifth chapter proposes recommendations to improve the benefits the State provides to returning migrants in terms of work, credit, support, training and their families. The recommendations proposed will hopefully serve as general knowledge for migrants and for public officials.
Resumen
El presente documento es el resultado de un análisis de los servicios que ofrece el Estado para la reinserción socio- económica de los migrantes retornados en el marco del Plan del Buen Vivir en el Azuay. El objetivo principal de la investigación realizada fue justamente analizar los servicios que ofrece el Estado a los migrantes retornados para mejorar sus condiciones de vida.
Este trabajo investigativo consta de cinco capítulos, en el primero se analizan aspectos conceptuales sobre la temática a tratar que se enfocan en el tema del Buen Vivir y cómo este influye en la prestación de servicios a la población migrante retornada. El segundo capítulo se centra en contextos históricos y actuales de la migración internacional desde y hacia el Ecuador.
En el tercer capítulo se presenta una caracterización general de los migrantes retornados investigados en el Azuay, a partir de los resultados de la aplicación de fichas de datos personales, socioeconómicos y migratorios. En el cuarto capítulo, se investiga el impacto de las propuestas que plantean seis diferentes instituciones públicas en servicios y beneficios para las personas migrantes retornadas.
Finalmente, en el quinto capítulo se pretende recomendar propuestas para mejorar los beneficios del Estado a los migrantes retornados; acerca del empleo, créditos, apoyos, capacitación y sus familias. Las respectivas recomendaciones, se espera que sirvan como conocimiento general tanto a los migrantes retornados como a los mismos funcionarios públicos.
