Abstract
Evaluating Forest and Protective Vegetation Areas awarded by the MAATE gives us
a real approach about the conservation and management of these areas of great
ecological importance. For this, an evaluation form was developed that allows
determining the Progress of Execution of Comprehensive Management Plans (CMP)
of 17 farms in the province of Azuay, with indicators adapted to the reality of the
study area, based on MAATE evaluation criteria. , experience of the technicians who
manage these areas, and the Methodological Guide for the Management of
Protected Areas (MAE, 2014), obtaining as a result an average percentage of CMP
execution progress of 80%, equivalent to a very satisfactory level of agreement with
the table of Interpretation of results of the PANE (2014). The perspective of the
awardee regarding the adjudication process and the contribution to socioeconomic
development was analyzed through an interview, where 70% of the owners
responded that the main benefit was the legalization of their land, 35.3% of owners
mentioned that the execution of the projects established in the CMP have contributed
to the development of their socioeconomic situation. A rapid analysis of soil quality
and crop health was carried out in the area of other uses, using the "Rapid
Agroecological Method for the Evaluation of Sustainability" (Altieri & Nicholls 2002),
the results obtained indicate that the properties are above the threshold of
sustainability. Proposals for improvement are proposed to complement the
management of these areas.
Resumen
Evaluar Áreas de Bosque y Vegetación Protectora (ABVP) adjudicadas por el
MAATE nos da un acercamiento real acerca de la conservación y manejo de estas
áreas de gran importancia ecológica. Para ello se elaboró un formulario de
evaluación que permite determinar el Avance de Ejecución de Planes de Manejo
Integral (PMI) de 17 predios de la provincia del Azuay, con indicadores adaptados
a la realidad de la zona estudio, basado en criterios de evaluación del MAATE,
experiencia de los técnicos que manejan estas áreas, y la Guía Metodológica de
Manejo de Áreas Protegidas (MAE, 2014), obteniéndose como resultado un
promedio en porcentaje de avance de ejecución de PMI del 80%, equivalente a un
nivel muy satisfactorio de acuerdo con la tabla de Interpretación de resultados del
PANE (2014). Se analizó la perspectiva del adjudicatario respecto al proceso de
adjudicación y a la contribución al desarrollo socioeconómico mediante una
entrevista, en donde el 70% de los propietarios respondieron como principal
beneficio la legalización de sus tierra, el 35.3% de propietarios mencionaron que la
ejecución de los proyectos establecidos en el PMI han contribuido al desarrollo de
su situación socioeconómica. Se realizó un análisis rápido de la calidad del suelo y
salud del cultivo en la zona de otros usos, utilizando el “Método Agroecológico
rápido para la Evaluación de la Sostenibilidad” (Altieri & Nicholls 2002), los
resultados obtenidos indican que los predios se encuentran sobre el umbral de
sostenibilidad. Se plantean propuestas de mejora para complementar el manejo de
estas áreas.
