Abstract
The new constitutional processes in South America, have generated
significant changes and perhaps paradigmatic in countries that have been
given. These changes have been instituted due to the deep demands that
civil society established Constituent Assembly resulting Constitutions like
ecuadorian consitution, venezuelan constitution and bolivian constitution.
In the Constituent Assembly a model of participatory democracy, to guarantee
the effective participation of citizens in decision-making authorities,
is structured so that to strengthen this new institutional model was
created. In the case of ecuadorian, the Consejo de Participacion Ciudadana
y Control Social would become a guarantee of the rights of participation
and turn in the body that appoints the highest authorities of the state
through new forms of selection is created. Our main objective is perform a
descriptive and critical analysis of this new institutions of participation, to
confront with cross-liberal institutions and achieving verify if within the
new ways of appointing authorities could be contributions to democracy in
Latin America.
Resumen
Los nuevos procesos constituyentes en América del Sur, han generado
cambios importantes y tal vez paradigmáticos en los países que se han
dado. Estos cambios han sido instaurados gracias a las profundas demandas
de la sociedad civil que establecieron Asambleas Constituyentes
dando como fruto constituciones como la ecuatoriana, la venezolana o la
boliviana. En ellas se estructura un modelo de democracia participativa,
como garantía de la real participación de los ciudadanos en la toma de
decisiones de las autoridades, es así que para fortalecer ese modelo se creó
una nueva institucionalidad. En el caso ecuatoriano, se crea el Consejo de
Participación Ciudadana y Control Social que se convertiría en una garantía
de los derechos de participación y a su vez en el órgano que designa a
las máximas autoridades del Estado mediante nuevas formas de selección.
Con lo que nuestro objetivo fundamental es realizar un análisis descriptivo
y crítico de esta nueva institucionalidad marcada por la participación,
para confrontarla con la institucionalidad representativa-liberal y lograr
verificar si dentro de las novedosas formas de designación de autoridades
podrían existir aportes a la democracia en América Latina.
