Abstract
The objective of this study was to analyze how territorial planning and tourism planning in micro-territories can influence the residential functioning and use of urban space, taking as a case study the San Sebastián neighborhood in the Historic Center of Cuenca. An observational design with a qualitative and cross-sectional approach was used, which was divided into three phases. The first phase included a theoretical construction on territorial planning, tourism planning, transformation of urban space, heritage, gentrification, touristification and micro-territories as a scale of analysis. In the second phase, the delimitation of the study area was carried out followed by a diagnosis where the data collection method was participant observation together with the review of the tourist component in the municipal data of Cuenca where the tangible cultural heritage, natural heritage and tourist offer were identified, in order to elaborate a map of the micro territory using the QGIS geographic information system on the tourist spaces and daily spaces of San Sebastián. Finally, semi-structured interviews were conducted with different key actors to learn about the various perceptions about tourism development and daily activities in the neighborhood. Concluding that the dynamics within San Sebastian still maintain its community identity where tourism coexists with daily activities. However, commercial pressure and the increase in the cost of living in recent years threaten the permanence of residents and traditional businesses, which is why strategies focused on generating tourism that respect the social processes of the micro-territory are required.
Resumen
El presente estudio tuvo como objetivo analizar como el ordenamiento territorial y planificación turística en microterritorios puede influir en el funcionamiento residencial y uso del espacio urbano, tomando como caso de estudio el barrio San Sebastián en el Centro Histórico de Cuenca. Se utilizó un diseño observacional con enfoque cualitativo y de corte transversal el cual se dividió en tres fases. La primera fase comprendió una construcción teórica sobre ordenamiento territorial, planificación turística, transformación del espacio urbano, patrimonio, gentrificación, turistificación y microterritorios como escala de análisis. En la segunda fase se realizó la delimitación del área de estudio seguido de un diagnóstico donde el método de recolección de datos fue la observación participante junto a la revisión del componente turístico en los datos municipales de Cuenca donde se identificó el patrimonio cultural tangible, patrimonio natural y oferta turística, para así elaborar un mapa del microterritorio usando el sistema de información geográfica QGIS sobre los espacios de turismo y espacios cotidianos de San Sebastián. Finalmente, se realizaron entrevistas semiestructuradas a distintos actores clave para conocer las diversas percepciones sobre el desarrollo turístico y actividades cotidianas en el barrio. Concluyendo que las dinámicas dentro de San Sebastián mantienen aún su identidad comunitaria donde el turismo convive con las actividades cotidianas. Sin embargo, la presión comercial y el aumento de costo de vida en los últimos años amenazan la permanencia de residentes y negocios tradicionales, por lo cual se requieren estrategias enfocadas a generar un turismo que respete los procesos sociales del microterritorio.
