Evaluación del ciclo presupuestario para mejorar la gestión del Gobierno Autónomo Descentralizado de Chiquintad en el periodo 2016

Abstract

In the present work of qualification "EVALUATION OF THE BUDGETING CYCLE TO IMPROVE THE MANAGEMENT OF THE DECENTRALIZED AUTONOMOUS GOVERNMENT OF CHIQUINTAD IN 2016 PERIOD", considering that the institution has not been carrying out any type of evaluation within the budgetary cycle, we have seen necessary and opportune an evaluation for the improvement of its administration, verifying the fulfillment of the objectives set out in the Plan of Development and Territorial Ordering and the dispositions to which these entities are received in the budgetary process. Chapter I, a description of the Chiquintad Autonomous Decentralized Government was made in its physical, political and administrative aspects. Chapter II covered the most relevant theoretical concepts related to the public budget, such as the legal regulations and legal provisions that belong to the GADs. Chapter III, the evaluation of the budget cycle was developed by means of an evaluation questionnaire to all the personnel that integrates the institution to verify the level of compliance of each one of the phases, likewise, indicators were applied for a better view of the state of the institution in order to issue a report that improves administrative and financial management. Chapter IV issued the conclusions and recommendations that the authorities should take into consideration for a better institutional performance.
