Abstract
Safety and Health at Work are fundamental elements in institutional and business
management; therefore, it is the responsibility and common task of all those involved. It
constitutes the theoretical framework on which the present investigation is developed, with
the purpose of exposing the analysis of the problems found within the GADMCG.
Public Institutions, as well as the GADMCG have the responsibility of providing Health and
Safety conditions to their employees, workers and other people who visit the facilities,
since they may be involved in different risks, causing incidents and accidents for not
complying with the established regulations on Occupational Health and Safety. The
"Design of a Management System for Safety and Health at Work applying the ISO 45001:
2018 Standard, in the GADMCG", has the main objective of minimizing accidents,
incidents and occupational diseases, thereby contributing to improving the work
environment of employees and workers.
With the initial diagnosis carried out in the GADMCG, non-compliance with the technical
requirements established by the legal regulations in force in Ecuador was determined. For
this study, a qualitative evaluation of the risks was carried out and the Internal Regulations
on OSH and the Matrix of Occupational hazards.
This research will determine the risks to which workers are exposed and the importance
of designing a Health and Safety Management System at Work applying the ISO 45001:
2018 Standard.
Resumen
La Seguridad y Salud en el Trabajo son elementos fundamentales en la gestión
institucional y empresarial, por ello, es responsabilidad y tarea común de todos los
involucrados. La misma constituye el marco teórico sobre el cual se desarrolla la presente
investigación, con la finalidad de exponer el análisis de la problemática encontrada dentro
del GADMCG.
Las Instituciones Públicas, así como el GADMCG tienen la responsabilidad de brindar
condiciones de Seguridad y Salud a sus empleados, trabajadores y demás personas que
visitan las instalaciones, ya que pueden estar involucrados en diferentes riesgos,
causantes de incidentes y accidentes por no cumplir con la normativa establecida en
materia de Seguridad y Salud en el Trabajo. El “Diseño de un Sistema de Gestión de
Seguridad y Salud en el Trabajo aplicando la Norma ISO 45001:2018, en el GADMCG”,
tiene como objetivo principal minimizar accidentes, incidentes y enfermedades
profesionales, contribuyendo con ello, a mejorar el ambiente laboral de los empleados y
trabajadores.
Con el diagnóstico inicial realizado en el GADMCG se determinó el incumplimiento de los
requerimientos técnicos que establece la normativa legal vigente en el Ecuador, para este
estudio se realizó una evaluación cualitativa de los riesgos y se implementará el
Reglamento Interno de SST y la Matriz de Riesgos Laborales.
Con esta investigación se determinarán los riesgos a los que están expuestos los
trabajadores y la importancia que conlleva el diseño de un Sistema de Gestión de
Seguridad y Salud en el Trabajo aplicando la Norma ISO 45001:2018
