Análisis de los procesos de contratación pública en los Gobiernos Autónomos Descentralizados Parroquiales del cantón Santiago de Méndez, caso práctico en el GAD parroquial de Copal

Abstract

The purpose of this investigation is to analyze the public hiring process that took place in the parishes GAD´S from the canton Santiago de Méndez, specifically in Copal, Patuca and Tayuza, during the period of 2013. This study is centered on the application by the GAD´s concerning the study of the Organic Law of the National System of Public Hiring and it´s General Regulations and the resolutions that were issued by the SERCOP, looking this way to strengthen the registration of the hiring procedures in the institutional portal of public affairs, achieving efficiency from behave of law enforcement officials in charge of the registry of hiring. The aim of this research is to promote the suitable and timely use of the public affairs portal, informing the obtained results and proposing the recommendations to guarantee the quality of spending and its performance, otherwise benefitting the institutions and the community. The relevancy that public hiring processes have throughout the portal institution is that offers credibility and transparency on sourcing processes, reflecting decreasing levels on corruption as a consequence of having electronic processes.
