Item Alternativa metodológica para la formulación de planes provinciales de desarrollo y ordenamiento territorial en el Ecuador(Universidad de Cuenca, 2014-11-11) Chuquiguanga Auquilla, María Cristina; Cordero Cueva, Juan FernandoItem Los desafíos de la gobernanza multinivel en la gestión de los planes de desarrollo y ordenamiento territorial provinciales(2018-02-07) Flores Urgilés, Jonathan Marcelo; Vivanco Cruz, Lorena ReginaThis research work addresses the study of multilevel governance in the management of provincial development plans and territorial planning, considering intergovernmental coordination as a key element of it. It presents a conceptual analysis of governance from its inception related to the concept of governance, up to territorial governance, whose vertical dimension reveals multilevel governance. A conceptual and normative analysis of multilevel governance is carried out in Ecuador, where decentralization is presented as a characteristic element of decentralization, moreover decentralization should not be seen only as the simple division of competencies, but should address the analysis of intergovernmental relations that are generated in function of the exercise of the faculties assigned to each level of government, considering administration as an inherent faculty at all levels of government. From now on, intergovernmental coordination is presented as a central element of governance, and an analysis of this is carried out in each of the phases of the formulation of provincial development and territorial planning plans, in order to establish the incidence of multilevel governance in this process. Finally, it is determined that multilevel governance becomes a necessity in the planning process, which identifies a series of governmental and non-governmental actors, with whom it must coordinate in order to build a shared vision of development and manage the path for its achievement.Item Los equipamientos comunitarios en el ordenamiento territorial cantonal y parroquial dotación, localización y gestión(Universidad de Cuenca, 2014-11-11) González Llanos, Mónica Janeth; Cordero Cueva, Juan FernandoThe community facilities are infrastructures and buildings that help to people to do possible your education, your culture, health and well-being giving services of civic life, establishing one of the elements that become essential for quality life. The intention is: i) Know the actual situation of community facilities in buildings of district and administrative circuit and know what they have been the criteria with which it has been localized; ii) The competences of the Autonomous Decentralized Governments in the localization of equipment, classifying them by type in function of the territorial structure of the state; iii) Structure indicators of dotation and localization in the scope city and town; and, iv) Endowment regulations, localization and management. The challenge is confront the problems realized by a process of accelerated urbanization and the need of laws and rules for managing the Autonomous Decentralized Governments, in especial by endowment and localization of community facilities in cities and towns, through formulation of plans of responsible land planning and articulated at all its levels.Item Evolución de los procesos metodológicos para abordar las infraestructuras de transporte en los planes de ordenamiento territorial del cantón Cuenca(Universidad de Cuenca, 2018-10-15) Mora Arias, Estefanía Andrea; Flores Juca, Gonzalo EnriqueTransport infrastructures are considered the backbone of all economic activity; several researchers point out that they directly promote economic growth and contribute to development, reducing poverty levels and improving the quality of life of the population. The objective of this research is to know how the methodological processes for the planning of transport infrastructures have evolved in the territorial planning plans in the canton of Cuenca, based on the analysis of scientific and academic publications, as well as on official publications of recognized institutions that have worked and are working on the subject. To conclude, methodological guidelines for the planning of transport infrastructures are proposed, through the identification of the problems found in the methodology used to date in the cantonal territorial planning plans in the case of Cuenca - Ecuador. In addition, a survey of representatives of the 21 parish councils in the canton was conducted to determine their views on transport infrastructure planning. This research offers a better understanding of issues related to transport infrastructure in the field of land use planning.Item Factores determinantes para la zonificación y clasificación del riesgo geológico en los planes de ordenamiento territorial a nivel cantonal(Universidad de Cuenca, 2015-11-11) Brito Puni, Andrea Valerie; Matute Díaz, Luis AntonioGeological risks are unique to the earth's surface and are associated with geological conditions, natural phenomena and human actions, which have a latent danger that can be considered a threat to the social and economic development of a given territory. This thesis analyzed the geological risk is based on a prior assessment of threats and vulnerabilities respectively, understood the threat and the probability that a natural event and vulnerability manifests as difficulty of people to anticipate and address these kinds of phenomena physical or man capable of causing damage mainly social and economic. Thus, to analyze methodologies for planners of autonomous governments to Cantonal level can perform this type of analysis of risks using available geological and geographical information systems. The methodological application was made in the canton Chordeleg, Azuay province, in order to see the steps in the different methods analyzed and get a map of risks that allow decisions about the actions to be taken in areas with high risk and a half. Therefore, this thesis project in the diagnosis, planning and territorial management of risks related to geological phenomena in landslides Territorial Planning at the cantonal level.Item Lineamientos metodológicos para ordenar el área periurbana de Cuenca: caso Guncay-El Valle(Universidad de Cuenca, 2015-11-11) Quezada Jara, Mónica Fabiola; Jaramillo Medina, CarlosThe territorial realignment addresses the appropriate use of land, but leaves aside the specific outskirt reality that due to the urban-rural complexity cannot be planned as a traditional urban normative. The dynamics between the urban and rural areas coexist but there are not homogenous in time, even its borderlines are temporary. In order to delineate the outskirts in Cuenca, it has been made a brief analysis of the legal normative that regulates urban planning and territorial realignment in the whole country and at canton level, as well as the outcomes and effects of its application in land. To describe the outskirts, we proceeded to characterizer its area from the starting point of its functions along history, besides that it is exposed different concepts and definitions from many authors that shows the heterogeneity criteria on the definition of outskirts. It is propose a new lecture from a theoretical-methodologic focus of complex systems. It is performed the characterization and construction of the outskirt area and its expansion of the City of Cuenca, and its proposed methodologic alignments for its treatment. The methodology corresponds to the National Territorial Model, the approach to these spaces are planned at a Partial Plan scale with an integral vision and system that is capable to attend the problems encounter at the outskirts. The outskirt planning would be complemented by the urban planning and it has to be articulated to the rural and national context.
