    Análisis, diagnóstico y valoración del paisaje en el proyecto de ampliación de la avenida Ordoñez Lasso, para la formulación de líneas base para la planificación y gestión del paisaje

    The present work is the diagnosis and assessment of the immediate environment of the area where the project of extension of Avenida Ordoñez Lasso is located, and which aims to determine the affections that both, cultural landscape and the built heritage, have suffered due to the incorporation of linear infrastructure projects, besides generating criteria and actions for the recovery of these landscape. During the process of execution of the works, a series of problems affected the elements that characterized and gave value to this landscape; For instance, in the course of three years that the project lasted, 90% of the vernacular buildings have been demolished, which had been registered, in 2008, as heritage assets by the National Institute of Cultural Heritage , region 6, and the Directorate of Historic and Patrimonial Areas of the Municipality of Cuenca (inventory cards are annexed, annex 1); in addition, bridges were demolished, marble crosses were removed which were first located next to the bridges of Rio Amarillo and Balzay River, and served as milestones throughout this . route. Likewise, the vegetation of riverbanks and soils with high slopes was affected, altering the edaphic profile of the soil, among other negative effects.

    Conformando un sistema de información subnacional para modelado territorial: caso Ecuador

    The creation of knowledge based on geo-information sources generates different visions. This can be achieved by the indisputable contribution of technology platforms. These platforms connect sources and users and allows the realization of various activities. However, this necessary symbiosis between technology and interpretation is not easy. The developed platform of the Virtual Laboratory of City and Territory (LaVCiTe) - based on open source software - contributes to the strengthening of this symbiosis by semi-automated generation of territorial and urban models, so that users without knowledge in Geographic Information Systems (GIS)can the tools. The LaVCiTe platform does not only geo-process information but also integrates necessary sources for the generation of territorial models. As such, it facilitates the development towards a subnational-level territorial information system. The platform offers the Decentralized Autonomous Governments (GAD), planning agencies and citizens a tool that facilitates the management of information, the generation of new knowledge and alternatives understanding the city and territory, and democratizing the use and access to official information.

    Criterios de intervención en la infraestructura vial para la movilidad activa de la población infantil a sus escuelas

    Promoting active mobility on school routes offers numerous social and environmental benefits, highlighting its positive impact on the physical and mental development of infants. However, factors such as traffic accidents, perception of insecurity, and lack of adequate infrastructure have increased the use of private cars to transport students to their schools. Faced with this problem, this research analyzes the road infrastructure of school environments within a radius of 300 meters and its influence on the mobility of students who attend the basic general middle education level, both in a public and private institution, with the objective of establishing intervention criteria in road infrastructure that lead to more accessible, safe, and functional school environments. The results indicate that, to encourage pedestrian mobility and other active modes of transport on school routes, it is fundamental to regulate land uses that represent risks for pedestrian safety and to integrate active mobility networks with recreational spaces close to schools and public transport stops. Likewise, it is emphasized the need to intervene in road infrastructure by redesigning sidewalks and vehicle lanes, improving pedestrian crossings, and implementing speed reduction strategies, prioritizing pedestrian traffic at school entrances and main routes.

    La información territorial es un recurso clave para la planificación, sin embargo, esta no siempre está disponible y actualizada. En Ecuador, es frecuente que los Gobiernos Autónomos Descentralizados, las instituciones y la ciudadanía en general no puedan acceder a información oportuna y homogénea, dificultando así los procesos de planificación. En este trabajo se expone por qué la gestión de la información territorial necesaria y cómo la tecnología ayuda en este objetivo. Como una buena práctica se ha descrito el trabajo que ha desarrollado el Laboratorio Virtual de Ciudad y Territorio(LaVCiTe).

    Los desafíos de la gobernanza multinivel en la gestión de los planes de desarrollo y ordenamiento territorial provinciales

    This research work addresses the study of multilevel governance in the management of provincial development plans and territorial planning, considering intergovernmental coordination as a key element of it. It presents a conceptual analysis of governance from its inception related to the concept of governance, up to territorial governance, whose vertical dimension reveals multilevel governance. A conceptual and normative analysis of multilevel governance is carried out in Ecuador, where decentralization is presented as a characteristic element of decentralization, moreover decentralization should not be seen only as the simple division of competencies, but should address the analysis of intergovernmental relations that are generated in function of the exercise of the faculties assigned to each level of government, considering administration as an inherent faculty at all levels of government. From now on, intergovernmental coordination is presented as a central element of governance, and an analysis of this is carried out in each of the phases of the formulation of provincial development and territorial planning plans, in order to establish the incidence of multilevel governance in this process. Finally, it is determined that multilevel governance becomes a necessity in the planning process, which identifies a series of governmental and non-governmental actors, with whom it must coordinate in order to build a shared vision of development and manage the path for its achievement.

    Determinación de criterios y lineamientos básicos para la elaboración de una normativa de protección del paisaje para el área de influencia inmediata de la ciudad de Cuenca

    The landscape an important component of the territory, exists when it is perceived by the human being, has been object of multiple studies and approached by different disciplines. The growth of the cities, generates a territory adjacent to its limit, which is in the process of transition from rural to urban, here the landscape has lost its quality due to the processes that are generated; like the urban and industrial developments, mining exploitations, among others. This influences the loss of landscape quality and its values: environmental, historical, cultural and ecological. In our country, there is no specific law for the protection of the landscape, but a broad normative framework that has implicitly allowed its protection, and it is necessary to rethink national and local policies and strategies, so that the landscape can be treated as a component of mandatory analysis in the planning and planning of the territory at the different levels of government and at different planning scales, which will create a sensitivity to the issue and contribute to its value. Considering the exclusive competence established to autonomous decentralized cantonal and metropolitan governments, in Article 264 of the Constitution; It is pertinent to propose that this level of government is aimed at its value, for which purpose the regulatory instrument for its protection and management should be generated, the present work being a contribution in determining the basic criteria and guidelines that should be considered

    Diseño conceptual de “Observatorio de Vivienda en Ecuador”

    In the last decades, the Ecuadorian cities dynamics shows an important urban population increase. Unfortunately, this rise often originates slum settlements because of absence of adequate public politics. Housing, as the fundamental unit of city, can reflect this issue and show the way where it must start moving on. The Urban Housing Observatory is an urban tool enables to generate information to know the conditions of public politics in this area. The Ecuador’s Constitution establish housing as a fundamental right, no matter social and economic situation. It especially disposes that it must warranties dignity and an adequate environment for development. The Urban Housing Observatory in Ecuador focus on keep under control the different housing politics and verify that it will be decent and adequate above to real-estate market interests. This research aims to measure Ecuadorian housing real status through indicators; therefore, it is based on a right with two components: subject rights and rights which subject confers on the object -housing-. The resultant indicators are a transcendental component of the Urban Housing Observatory; which seeks to manage and integrate information to make correct decisions regarding the public housing policy.

    Diseño conceptual de “proyecto piloto de observatorio de precios de suelo en Ecuador

    This research is developed in function of establishing an instrument that con¬tributes to combat speculative practices. For this, an Urban Land Price Obser¬vatory for Ecuador is proposed, which focuses on providing geospatial infor¬mation related to the price of urban land and speculation practices. Within the framework of the Observatory, three indicators are proposed, which would allow, by evaluating the price with some land attributes, to identify speculation traits. The research in its final phase, carries out the application of the indica¬tors in a sample city, which is Cuenca. The result indicates that in the city there are areas with a provision of 27% of services, in which there are high values of the price of land in relation to other areas, with a better percentage of service and less distance to the urban center. On the other hand, the price of urban land in the 2016-2017 period increases over a benchmark of the evolution of the economy, which is the Unified Basic Salary (SBU). Which implies that that sector of the population that has a Basic Unified Salary for investment, to ac¬cess a square meter of land properly served, requires at the beginning of the period 1.33 SBU, and at the end, a value of 1, 36 SBU. Aspect that determines a growing limitation, in the access to the property of urban land adequately served.

    Diseño conceptual del observatorio de fraccionamiento de suelo para las áreas rurales en el Ecuador

    The rural territory is seen mainly as an area for agricultural use. However, at present, this territory has changed its objective, because the sale of properties is more profitable than agriculture itself. Due to this, morphologically incorrect properties are generated, with scarce road infrastructure and basic services, in breach of the regulations established for a sector, causing a problem that affects the land use of these areas, such as the fractionation of land. Many times these properties are located in high risk areas. From this, a tool is proposed that helps to take decisions and then locate the areas that suffer the greatest land fractionation in the rural area, called the Rural Land Fractionation Observatory, which is structured around indicators derived from variables obtained from the digital databases of public entities that intervene in the fractionation processes. The Observatory seeks to implement this experience in the 221 cantons as a support of information that will be used for future planning, in addition, it is a national contribution, since through a network of Observatories, common information will be available to observe territorial phenomena that occur with respect to the land fractionation. This investigation makes the application of the indicators in the case of the canton Cuenca, allowing to observe the behavior of the fractionation of soil in the area and with possibilities to replicate this model in other cantons, taking into account the necessary adjustments required by each territory.

    Ecuador's cantonal (municipal) planning system: The need for reform

    Local planning in Ecuador has undergone major changes as a result of the approval of the “Ley Orgánica de Ordenamiento Territorial, Uso y Gestión de Suelo” (Local Territorial Planning and Land Management Organic Law) and by the development of new planning instruments such as the “Land Use and Management Plan” and the “Territorial Development and Management Plan”. As a result, planning at the “cantonal” (municipal) level has become more complex and local administrations are having trouble in completing these documents. This article wants to figure out the causes of these difficulties and show that the current legislation is muddled by the uselessness of the required planning instruments and because of the mistaken conflation of short term development planning with long term territorial management. Following a close analysis of legislative texts and other written documents, the article reconstructs the evolution of Ecuadorian legislation and the process that shaped the current “cantonal” (municipal) planning system. The serious inconsistencies of the current legal framework are exposed and the problems it provokes are shown. This validates the need to reform the system in order to make it more workable and operational.

    Estrategias para el uso del recorrido ferroviario en el tramo que atraviesa la parroquia Huachi Loreto de la ciudad de Ambato, como incentivo para su desarrollo urbano

    Ecuador´s railroad system, currently abandoned, extends throughout many urban areas inside the cities, building a physical and problematic barrier that fragments the territory. In the city of Ambato, many strategies are proposed to allow to integrate these areas with the city and encourage development and appropriation of space. This investigation focuses the area of study on Huachi Loreto´s railroad route gap in the city of Ambato that is analyzed from urban guidelines that are controversial with physical structure such as legibility, permeability and variety, as well as from the citizen perception through investigation methods such as surveys and interviews. From the beginning of railroad system construction and later city planning urban problems have come, very large squares, cul-de-sac streets, limited ways connection, absence of commercial activity, restricted mobility, among other, furthermore the controversial dynamics around, such as delinquency, microtrafficking, drug addicts, among other. Strategies proposed in this investigation allude to the treatment of a part of railroad route as the right of way, through local government by the issue of guidelines of urban partial plans and/or bylaws that allow to manage the problem, encouraging appropriation of these areas through mobility and public-private space integration.

    Estrategias urbanas para revitalizar los barrios tras la crisis generada por la COVID-19. Caso de estudio parroquia urbana Yanuncay

    Urban strategies from the perspective of urban development seek to improve human settlements based on actions that integrate the economic, social, political and environmental spheres. In this framework, urban strategies analyze and reflect on the organization and distribution of neighborhoods to improve the quality of life of the inhabitants in the context of the COVID-19 sanitary emergency, which has evidenced the economic and social vulnerability of the neighborhoods. Therefore, the present research aims to determine strategies from an urban approach to revitalize the role of the neighborhoods of the Yanuncay parish of the city of Cuenca, from the pandemic generated by the COVID-19. The research is developed in three stages that allow the proposal of strategies focused on reconfiguring the neighborhoods to meet the new demands in the current scenario. The first stage is based on a bibliographic review to provide theoretical and methodological support to this thesis; in the second stage, the problems and vulnerabilities of the neighborhoods were identified through the application of a survey of the inhabitants of the study area and interviews with the neighborhood presidents. Finally, urban strategies were established, based on the analysis of experiences and models of strategies for sustainable and healthy neighborhoods, to mitigate the post-pandemic effects in the neighborhoods of the mentioned parish. The results revolve around promoting active mobility, reconditioning public spaces, promoting popular and solidarity economy, strategies to support entrepreneurship and actions to protect individual and social welfare. In short, the problems and vulnerabilities were most evident in the peripheral areas of the southwest of the Yanuncay parish. These revolve around social violence, reduction of economic income, proliferation of formal and informal businesses and changes in land use. As a consequence of the above, strategies to revitalize the neighborhoods entail an integral vision of social, urban, political, economic and environmental issues

    Formulación de indicadores para el dimensionamiento de las reservas de suelo para la dotación de área verde: caso cabecera parroquial de Santa Ana

    The present research work includes the formulation of a group of interrelated indicators that collaborate in the dimensioning of green spaces in urban settlements. It was necessary to start from the container, the urban ecosystem and as a complementary look to see the city as a public space. It was also necessary to contextualize the legal framework that directly or indirectly influences the dimensioning of green spaces in urban planning processes. As a reference three experiences have been taken in the dimensioning of green spaces where the previous analysis has allowed to clarify the indicators used and their role in the planning instruments. The indicators formulated based on the methodological proposal are applied in one of the parishes of the canton of Cuenca itself, which has been chosen as one of the settlements that make up the nodes of the growth of the canton and which currently undergo growth processes based on Planning instruments available. The indicators found, their size and formulation are based on the application of the deductive method of research, taking as its main reference the physiological capacity of the plant species and their capacity to absorb carbon dioxide, the latter, one of the main gases responsible for greenhouse effect.

    Framework for Training a VA that Supports Territorial Planning

    Territorial planning plans are the result of the search for primary and secondary information sources with the knowledge of the technical team in charge of preparing or updating them, and ideally using the citizen's knowledge of the territory. To this end, various forms of citizen participation have been explored without much success. In the case study of this article, the Territorial Plan of the Cuenca Municipality, updated until 2022, has been analyzed, where the main result has been the lack of citizen participation. This article proposes a framework that describes the steps of organization, systematization and analysis of geographic information sources for Cuenca, where the large amount of existing but little used information is identified and that motivates the creation of a Virtual Assistant (VA) with specialized training according to the territorial planning axes defined for this municipality. This assistant must work on a platform for the integration and interoperability of geospatial information and existing geoservices, which is the SDI UCuenca.

    Generación de mapas temáticos de zonas de riesgo en ciudades intermedias de la Sierra del Ecuador a través de herramientas de geo procesamiento como elemento innovador para la ordenación urbanística

    In recent years the analysis of the risk areas within the urban planning plans in the cities located in the Sierra here in Ecuador have been taken into account, setting new foundations, however, there is still much to be done. With this approach has been forced to implement a methodology to generate maps of risky areas in the intermediate cities in the Sierra through geoprocessing in order to give new tools that allow the Autonomous Decentralized Municipal Governments to make decisions based on the verified and reliable information. For the creation of this new methodology, an investigation has been carried out focused on the management of information regarding risks in the country, also an approach and analysis have been made, including other methodologies already applied in the territory and city. Moreover, the information consulted had been consulted with experts from different disciplines of the region in relation to risks to obtain a complete view of different points of view and get the best possible results. The methodology proposed above has been applied in Cuenca, through several thematic maps that allow understanding the risk areas in the city, which in no way can replace the work done by the technicians with knowledge of the subject, but it seeks a first approach to the structure of the territory and the susceptibility of risks to which it is exposed to carry out detailed studies and take into account when planning the city.

    Geo-Processes for Macro-Location of Health Equipment for Primary Care and Basic Education

    Impact of the land market regulation policy in Ecuador

    The imperfection of the land market requires its regulation since the market cannot be freed while waiting for the price to be the balance between supply and demand. This study determines the impact of public policies oriented to regulate the land market, based on the analysis of land’s price in the city of Cuenca using three criteria: market value inconsistent with its value for social use; urbanized land taken from the sphere of circulation; the impact of speculative surpluses from access to property of well-served land. Its application shows that the surcharge on idle lots does not seem to have contributed to the occupation of central areas, on the contrary, the highest values of increased occupancy are recorded in the periphery. This situation contributes to sprawling in the city, with low densification values. It is evident that valuations are based on urban incomes and not on the improvement of their conditions of usevalue. The city of Cuenca shows signs that the peripheral soil is as inaccessible as the central one. © 2020, Universidad de Chile, Instituto de la Vivienda.

    Impacto socio-espacial de las actuaciones denominadas urbanizaciones cerradas y condominios horizontales cerrados en la ciudad de Cuenca

    This investigation intends to carry out a study about the socio-spatial impact generated by the growth of closed horizontal condominiums and closed urbanizations in the city of Cuenca. After identifying the theoretical aspects of segregation, city construction and the conformation of closed horizontal condominiums and closed urbanizations in Latin America, a study of the current situation of these urban development actions is carried out showing a tendency of growth in the city of Cuenca, exacerbating the socio-spatial relations between citizens and generating fragmentation by the privatization of public space. This study establishes the elements that affect socio-spatial segregation, being the main ones; the safety and the social conditions among its inhabitants, finally, to propose mechanisms in the planning area that reduce the socio-spatial conflicts between its Inhabitants and mitigate the excessive growth of the closed sets in the city of Cuenca.
