    Formulación de una metodología para la gestión de planes de ordenación territorial parroquial rural: aplicación en las parroquias rurales del cantón Azogues

    The current research work, called “METHODOLOGY FOR THE MANAGEMENT OF TERRITORIAL ORDAINING PLANS OF RURAL PARISH: APPLICATION IN THREE RURAL PARISHES”, was developed as a prerequisite to obtaining master's degree in territorial ordinance and it is part of the research lines established by the Research Centre of the Faculty of Architecture and Urbanism at the University of Cuenca; this research seeks to formulate a Methodology for the Management of Territorial Ordaining Plans of Rural Parish and apply it in the Rural Parishes of Azogues Canton. For this purpose, after reviewing the conceptual and legal framework related to the proposed topic and defining the study area, proceed to identify, characterize and prioritize the problems related to the management of territorial ordaining plans of rural parish in the following parishes: Javier Loyola, Cojitambo and Taday, by gathering information through: interviews and surveys to authorities and parish leaders, review and analysis of territorial ordaining plans in rural parish, operative plans and annual participatory budgets, trades, contracts, meeting minutes, resolutions, minutes of delivery reception and the inspection reports. Subsequently, it proceeded to set the objectives and methodological strategies to solve the problems that were identified in the diagnosis. Once the methodology was developed, there were established a set of guidelines for applying it, in the following parishes: Javier Loyola, Cojitambo and Taday. Finally, as a result of this study, the relevant conclusions and recommendations are made.
