In Ecuador there are plenty of substandard housing and strong housing demand for new homes, the problem is that a large percentage of these households can not obtain housing, as the wage paid does not exceed the amount of the basic family . Among the factors that aggravate the problem of access to housing and substandard housing have are: - Increase in the informal economy, people do not have the ability to check fixed income therefore can not obtain home loans. - Projects are carried out by private companies, which generally look over social economic benefits. - Buildings have less space, are very functional and low quality materials. These factors among others produce sprawl of cities, generates agglomerations where the price of land is cheap because of their vulnerability, little or no infrastructure and deficient housing conditions. Cuenca is aggravating own, the cost of land is high and much of the urban area is highly occupied, determine areas in the headwaters consolidated parish adjacent to the city that have infrastructure and basic services for the development of activities related to residential urban uses. In this context it makes a practical theoretical exercise based on the local situation, is selected in the Headwaters Parish adjacent to the city of Cuenca, floor areas with the best conditions for both receive home use, and proposes a set of social housing.
