Punishable abortion is regulated in a single article whose first paragraph clearly states that: abortion will be allowed in cases where the life or health of the pregnant woman is in danger and there is no other way to avoid it; for the study and development of this research work, the term health should be considered broadly, according to the concept of the World Health Organization; Therefore, by means of this definition, it is sought that those who administer justice, as well as health professionals, keep in mind that the content of the norm should be understood not only in a physical aspect. Faced with this reality, it was necessary to create an International Criminal Court, permanent in the search for alternative means to the conflicts of nations and the maintenance of world peace. However, since its establishment, the International Criminal Court (ICC) has focused its attention, in cases generated in the African continent, to the detriment of other conflicts and violations of rights that have taken place in other regions of the world. This titling work is an analysis of the performance of the ICC since its creation to date, where an attempt will be made to answer the question of whether the International Criminal Court, by focusing its efforts and actions on conflicts generated in Africa, to the detriment of others equally relevant in other countries, was it effective within the framework of its nature, legal and attributions regulated in the Rome Statute? While it is true that it is necessary to give priority to this region, due to the process of building its democracies and the constant conflicts that violate human rights, the ICC was created with a universal character, so by concentrating almost exclusively its actions on this The region loses legitimacy as an institution, leaving aside complaints and conflicts in other places, which are not adequately addressed, offering the opportunity for crimes against humanity to be committed and others that, being of its competence, would go unpunished, which it is contradictory with its objective of imparting universal justice. Study area: It will be done with the SOAT Service at Vicente Corral Moscoso Hospital. The period in which the research was made was for 6 months (from July to December). Methods and Materials: With a total of 121 cases of cars accidents, the research was done. The variables considered for this investigation were such as month, day and time of accident, age and sex of the victim, the use of safety belt, the place which was occupied in the vehicle, alcohol consumption by the driver, type of accident, and type and location of injuries. The method used was observation, the technique was quantitative, and the instrument to collect this information was a form. Results: The injuries that the driver presented in most of the cases was a superficial trauma about 20.12% and localized in the head about 28.16. The front sit occupant was a predominance pain about 34.35%, and the zone was the head with a 37%. The back seat occupant had a main manifestation of superficial trauma about 53.17% cases, and the thorax was the most affected in a percentage of 20.63%. Finally the passengers who traveled in the trunk had abrasions about 28.26%, and the zone with more injuries was the head with 39.13%. Conclusions: The injures of light vehicles´ occupants during a traffic accident occurred mainly in the head. OBJECTIVE Determining the causes of traumatic death in the city of Cuenca in the morgue registered Vicente Corral Moscoso Hospital, in the period from January 1 2009 to December 31 2011. METHODAND MATERIALS We performed a retrospective study allowed us to determine the causes of traumatic death in the Vicente Corral Moscoso Hospital and set the frequency of the same. Was used as a sample all traumatic deaths recorded in the mortuary of Vicente Corral Moscoso Hospital of the city of Cuenca in the period January 1of 2009 to 31December 2011, data were obtained from the statistical reports death INEC registered in hospital. CONCLUSIONS The33.6% of all cases presented as cause of death traffic accidents, with 17%eachwere found accidental suffocation and suicide as the second cause, 14.6% homicide is third, 14 , 4% other accidents, with a smaller percentage falls accounted for2.9% of the causes and poison in with 0.5%of the total are placed last. In our country the Constitution of the Republic of Ecuador, there is no specific reference to informed consent, but the Health Act, and the Code of Medical Ethics of Ecuador, is detailed in the form of information and authorization by the patient. (1) The study is descriptive, transversal, and the sample consisted of 142 out of 178 doctors who worked the Hospital Regional "Vicente Corral Moscoso" Ecuador, Cuenca during the period January to June 2011, whose data were collected through surveys. The objective was to determine the knowledge, attitudes and practices of physicians compared to informed consent. Besides establishing the characteristics of the surveyed population, differentiate degrees of knowledge, attitudes and practices in relation to age, sex, specialty, university hospital area submitted and assigned. The results were tabulated, analyzed and represented in tables and charts using the SPSS statistical program. METHOD AND MATERIAL: it uses a descriptive retrospective comparative method. It compilated data about the medical history and protocols of necropsys of patients who the autopsy was made from January 1990 to December 2010, the findings were analized in the twenty years of study RESULTS: during the last 20 years in the Vicente Corral Moscoso hospital there were 313 autopsys. If we relate this amount to the number of deaths in the same period of time we will find a frecuency of autopsys of 4.56%; the group of people with the highest quantity of deaths is the one between 42 and 61 years old with a percentage of 30.4% from the total of the whole population of study. the masculine gender had the highest prevalence with the 61% and the main causes of death had a neurological origin, the hemorragic cerebral event with a 7%, while the alcoholic cirrhosis was located in second place with a 5.4%. in the 21.1% of the autopsys there wont any register or a secundary diagnostic post mortem the bronchopneumonia was the main diagnostic postmortem pathology and also the second cause of death. The correlation between the primary medical diagnostic and the post mortem was adecuated in the 70.3% CONCLUSIONS: the patologycal medical uncorcondances reached a 29.7% in the primary diagnostic and a 33.9% in the secundary diagnostic
