    Estudio técnico para la recomendación de parámetros de calidad de acceso a Internet sobre redes móviles en el Ecuador

    This document details the research and the technical study about Internet Access through Cellular Telephone Systems. First, the theoretical background shows a summary of cellular telephone network technologies in Ecuador, as well as changes in telecommunications regulation over years. Later on, a state of art will be developed, about the quality of service of Internet access with reference to countries in Latin America, Europe and North America. Its purpose is to show a panoramic view of the current situation of the market, and the influence of government regulation in the development of the market. With this study and the description of ITU and ETSI norms and recommendations, an analysis of current performance of cellular telephone networks in Ecuador is made. For this, measurements made by SUPERTEL with the SAMM system were used. SAMM can test coverage and access to services. Considering the diversity of cellular telephone system technology and the current situation of mobile Internet access in other countries, QoS parameters are proposed based on ETSI recommendations. These QoS parameters evaluate the Internet access performance of all mobile network operators. With this approach, it is proposed that all measurements must be published. It provides the subscriber an impartial evaluation about Internet access through the available cellular telephone systems. Finally, since SUPERTEL doesn't have a reporting service that helps in the analysis of measurements made by SAMM, software that automatically generates these reports was developed. This software has helped to have an Internet access statistical analysis with the QoS parameters proposed.
