    The main problem of agriculture in the city of Cuenca is the lack of an analysis of the planning tools. Therefore it has been established as a principal objective analyzing the Strategic Plans of the Agricultural Sector in the city of Cuenca and develop a Strategic Plan for APAAZUAY by implementing Balanced Scorecard. To achieve this an exploratory research which primarily qualitative data obtained was performed , the information was obtained through primary sources , using surveys to the legal representatives of agricultural associations in the canton Cuenca, and tertiary sources using databases provided by the Ministry of Agriculture, Livestock, Aquaculture and Fisheries (MAGAP) and the Superintendency of Popular and Solidarity Economy (SEPS) . Through investigation it was diagnosed that the agricultural sector in the city of Cuenca when you do not have any strategic planning.
