Historically, the city of Cuenca has been, is and might probably be an important center of development not only for the province of Azuay, but also for Ecuador. This development had its beginning on the so called Historical Center of the city. It is important to take into account hat this zone holds the Cultural Heritage of Humanity awarded by UNESCO on December, 1999. This thesis work is focused on the First Order Area from the Historical Center of Cuenca. The main purpose of the thesis is to propose a land use model to regulate both the intensity and the behavior of human activities as well as the preservation of the built heritage present in the study area. The pathway to reach such objective was divided in four stages. The first one was focused on collecting both theoretical and historical information. The second one refers to a diagnostic of the current situation concerning land uses. The third stage was aimed towards the formulation of a methodology to elaborate the model, based on the bibliographic information previously revised. Finally, in the last stage an application of the aforementioned model was carried out on the analysis area.
