(Universidad de Cuenca, 2022-04-20) Pichazaca Solano, Manuel Jesús; Salazar Vintimilla, Ana Cecilia
Citizen participation is a constitutional right that citizens have to participate individually and collectively, in a leading way in decision-making, and planning, management of public affairs and in the social control of State institutions, society and their representatives in a permanent process of building citizen power. Objective: Determine the citizen participation strategies implemented by the Intercultural Decentralized Autonomous Government of the Cañar canton. Methodology: Relational level research, developed under a qualitativequantitative or mixed approach, of an applied, descriptive and field type, with a nonexperimental design, supported by analytical and experimental methods. A population made up of the different instances of the Cañar Citizen Participation System was contemplated, obtaining a sample of 80 social representatives and 14 authorities that worked between the period 2009 - 2019, to whom a survey, an interview and a list of collation, to later proceed with its respective analysis and interpretation. Results: There is a significant ignorance on the part of the Cañarense community, regarding the mechanisms of citizen participation, a reality that conditions the actions of the citizens at a given moment; This situation has repercussions on the development of citizenship at the individual and collective level. Conclusions: Although spaces such as the empty chair, participatory budgets, accountability, thematic tables, oversight and social control were promoted, citizen participation was marked by ignorance and little interest from them.

(Universidad de Cuenca, 2023-03-10) Ochoa Villa, Mariuxi Talia; Sánchez Palacios, Mary Carmen; Salazar Vintimilla, Ana Cecilia
The purpose of the article is to describe the perceptions of female students at the University of Cuenca, during their academic life, about gender violence, its causes and types in 2022. The study was carried out based on a qualitative methodology with a perspective phenomenological and descriptive scope. The results allow us to point out that gender violence is reproduced from the existing social order, which is based on a structure based on power relations, the normalization of violent actions and the lack of knowledge about what gender violence implies. It should be noted that gender violence causes various effects such as loss of subjects, abandonment of the career and fear of entering classes, among others.

Citizen participation in urban plans in Ecuador is crucial to promote economic development and local, regional and national social well-being. This study aims to improve the understanding of citizen participation in the GAD-Municipality of Cuenca. This research analyzes the approval process of complementary urban action plans in the Racar region, Cuenca, Ecuador. This is a qualitative and descriptive study. It examines the forms of intervention and interaction of both municipal officials and community. The results indicate that a single approach of citizen participation was not applied in the approval of the Racar Urban Action Plan; Instead, three approaches were found: informational approach, pluralistic approach, and consultative approach, but the informational approach predominated. Various methods were used to promote citizen participation, including workshops and community meetings. However, differences in criteria and lack of conceptual precision concerning the mechanisms of citizen participation were also found. Findings permit conclude that the quality of citizen participation is low since it is reduced to an informative practice, which generates discontent and frustration among citizens. On the other hand, a series of technical, procedural, communication, and administrative barriers that affected citizen participation were identified.

Entre la realidad y la utopía: la experiencia ecuatoriana en la construcción de una democracia de buena calidad
(Universidad de Cuenca, 2015-02) Salazar Vintimilla, Ana Cecilia
In our country there have been several constitutional transformations aimed at improving the quality of democracy. With this article we seek to analyse the implementation process of the current legislation. The various changes in the legal and administrative structure of the state have strengthened official institutions. Nonetheless these changes have also weakened the capacities of social organizations and demobilized social participation, blocking direct channels of dialogue and negotiation between authorities and social organizations. These reformations led to a bureaucratic visión of citizen participation. Citizens who wish to make use of the opportunities for citizen participation, must run through a series of stages, steps and procedures, proving their right to speak, propose, opine, demand or criticize. The motivation to particípate is influenced by a sequence of processes, produced by a bureaucratic visión, in which the magnitude of the power of executors lacks transparency and where decisions aren't made official. The pressure of power affects participation and will lead to indulgent decisión making and moving of critical positions. Motivation turns into dislliusion, disillusion tums into frustration, frustration turns into scepticism which eventually will cause separation and división.
