    The rapid urbanization in most Latin American cities is evident, and this is accompanied by a social and spatial segregation, that manifests the presence of extensive areas occupied by inhabitants in substandard environmental conditions. In the city of Cuenca there is not an exception about it, when from 50’s, growth shown outside the city limits, due mainly to changes in the lifestyles of the inhabitants, the significant increase in population, and other social and economic factors. This growth has made the formation of diffuse large areas, separating urban area than rural area, with an unbalanced relationship for urban interests, conforming the Peri-Urban Areas. Specifically in this context, it’s necessary to note that this issue has not yet been studied in the city; thus, having studied, analyzed, characterized and understood this impact on these spaces, we have proceeded to create a tool for the management, to consider the specificities of the lands planned for housing and human settlement system that make, besides regulating the carrying capacity of the territory and ensure the life’s quality of its inhabitants.
