Its construction cost 4, 501,227.81 dollars, which implied a very large public investment. Having used public resources for its construction, the State demanded a better planning of public spending and effective control of said investment; function performed by the Public Administration of Services and Consultancy UCUENCA EP. The purpose of this work was to evaluate the documented procedures required by current regulations, to perform the quality management analysis in the Work. The Contractor's Obligations and the powers of the Ombudsman were studied, in order for the project to be executed according to its definitive designs, technical specifications and current regulations. To start with the Quality Management Assessment, information was collected from the Works book, forms, inspection reports, photographs, among others. The Inspection has a quite extensive Quality management plan, where they were responsible for monitoring the smallest detail at the time of construction, in order to obtain a work of the best quality, saving resources and time.
