    La gestión por procesos en el sector público: propuesta de diseño de un Sistema de Gestión por Procesos, en la Función Judicial en el cantón Cuenca, en la Unidad Judicial de lo Civil, como modelo para las unidades judiciales de la institución, periodo 2015

    The Judicial Function in the Republic of Ecuador is the entity responsible for providing integral service of justice to every citizen inside its territory. To achieve this objective this entity needs to organize its management based on processes, in other words, assign resources to each process; consequently, to evaluate, to control and to improve the results achieved; and these are not far from the strategic planning of the entity. We are proposing a process management system applied to Cuenca’s Judicial Unit of Civil affairs. After a correct application and according to the current regulations that apply to the institution, it might be replicated in the other twelve Judiciary Court units of Azuay. The proposal takes into account the historical background, strategic planning, theoretical foundation and methodological tools for process management. It also includes aspects necessary to implement the management system from the point of view of public institutions in the city of Cuenca. Subsequently, focal groups, interviews and surveys involving user and public servants were conducted to identify and document the activities that are part of the processes of the service of justice; these processes are represented in flowcharts. Furthermore, some indicators to control the management system are proposed. Finally, some conclusions and recommendations of the authors considering aspects and regulations governing the daily activities of this institution are presented.
