    Hacia la ordenación del periurbano de Cuenca: modelo urbanístico objetivo para el territorio comprendido en la parroquia Baños

    Territorial planning is responsible for ensuring effective land use, yet it often neglects the complex reality that characterizes peri-urban areas, which cannot be effectively addressed by conventional territorial approaches. In the case of Cuenca, the traditional distinction between urban and rural has become blurred, with coexisting and intersecting dynamics, whose boundaries are both transitory and shifting over time. In this context, the present work aims to redefine this perspective, proposing an objective urban model that orders the peri-urban territory of Cuenca, included in the Rural Parish of Baños. The methodology used is based on the approach proposed by Dr. Domingo Gómez Orea in his work "La Ordenación Territorial". Initially, a theoretical approach was used as a starting point for a brief historical analysis of the evolution and transformations experienced in the peri-urban area of Cuenca over the last two decades, with emphasis on land use and occupation. Based on this background, which highlights the scant attention paid to peri-urban areas, the Specific Planning Area was delimited and sectorial diagnoses were carried out, such as: physical environment, demography, land use and occupation, facilities, road and transport networks, infrastructures and legal and institutional aspects. Once this phase had been completed and the trends and patterns of land use and occupation had been identified, we proceeded with the synthesis of the diagnosis through the identification and characterisation of the problems, the SWOT analysis and the current urban model. The study concludes with the elaboration of an Objective Image, which presents the results of the research, represents the desirable reality for the municipality, and guides the future elaboration of provisions, land use and occupation regulations, as well as the investment component of the Urban Development Plan of the territory in question.
