In this context, Higher Education does not escape this phenomenon. The new reality has accelerated the total integration of Information and Communication Technologies (ICT) into the educational process, actions that were already underway, but which were expected to take several years to materialize. Thus, this study focusses into unveiling the state of the implementation of the Government of ICTs in Latin American Higher Education Institutions. Through a Fuzzy Delphi approach, where several experts from different countries participate, we aim define the factors that would allow evaluating the implementation of the ICT Government in Latin American universities and the changes that such governance suffered during the pandemic. As a result, a battery of dimensions and factors is proposed, allowing us to identify the challenges that arise in this context. The universities try to obtain the best results and with it the institutional accreditation; however, in the intermediate times the efforts are dissipated or forgotten. For this reason, universities must reorient their teaching, research, networking and management activities so that they are carried out with quality on a permanent basis. The responsibility for good management is fundamentally in the hands of the authorities; however, the participation of the entire educational community is also necessary in order to promote what is called "quality culture". For the concretion of this culture of quality, a system of quality management is required as a tool that offers the possibility of evaluating oneself, having timely and precise information for university planning and action. The system itself does not constitute the exercise of quality for higher education, but is the tool that allows actors to focus with quality in the practice of their daily functions and thus create a quality culture that allows the university to achieve high standards of compliance in their substantive functions. A means for this is the validation of a system of indicators in various dimensions as a valid, living and dynamic proposal, which demands the participation of all sectors involved while giving them feedback, in this context this research work is done with a theoretical review that served to create a set of indicators, to proceed with its validation through discussion groups, a qualitative analysis of the opinions of the institutions involved in the study is presented, the results are presented the aspects to be considered within a system of quality management in Higher Education, in order to create an environment of quality culture.Item Evaluación del módulo de servicios a socios de la Coac Jardín Azuayo con un enfoque de satisfacción a usuarios(2019-02-15) Rojas Avendaño, Josue Javier; Padilla Verdugo, Wilson RodrigoThe Cooperative of saving and credit Jardín Azuayo in favor of improving the service that gives to his partners has found with the reality that the information system that is used in the service balcony is not developed under the collaborators needs, it generates that the time of attention to the partner is not optimized. For this reason the present project seeks to evaluate the Module of Services to Partners of the COAC Jardín Azuayo with an approach of satisfaction to users. For this one has worked under a qualitative – descriptive methodology that with help of investigation tools like surveys, interviews and focus groups it seeks to obtain information in turn to complete tools of improvement continues like AMEF, CPE and QFD that allow us to establish such offers of improvement as to generate the calculator directly in the JASIT, put links to connect to each of the systems that are used in the services balcony, to design a screen with the behavior of the partner and to generate notices when they present mistakes in the system. The University of Cuenca faces new challenges due to its institutional growth and the development of teaching and research, in which the institution as a whole does not obtain a significant contribution of information technologies. To solve this problem, the University of Cuenca proposes a Governance Model of Information Technologies based on Cobit's processes, which involve important changes in the role that technology plays in organizations, the prioritization of their strategies and governance components, the work model, governance and management structures, processes and corporate culture management.
