Currently, the public sector faces significant challenges that require professionals with competencies and knowledge aligned with the demands of society and public institutions. Therefore, the present work seeks to understand the demand and feasibility that the educational offer of the Universidad de Cuenca may have with the implementation of the dual modality. The research methodology used is based on a mixed approach; in addition to being descriptive and exploratory, it involved the participation of third-year high school students and the perception of public entities through a focus group. Likewise, benchmarking was carried out to analyze different universities that offer the present field of study. From the obtained results, it was evidenced that the necessary competencies within the public sector are systemic thinking, service orientation, legal knowledge, critical thinking, integrity, and ethics, which are essential interpersonal competencies to promote behaviors that enable good practices within the sector. On the other hand, it was found that the Public Administration program in the city of Cuenca has an acceptance rate of 18% among the surveyed individuals, and regarding the offering of public enterprises, 62% of the companies are willing to be part of the dual network. In conclusion, it was determined that the relevance of the Public Administration program has a high demand in the city of Cuenca, making its opening pertinent.
