Item Análisis de los sistemas de evaluación de desempeño laboral en los Gobiernos Autónomos Descentralizados de la provincia del Azuay, propuesta de un modelo de evaluación de desempeño para el personal administrativo del cantón Guachapala periodo 2015.(2016) Armijos Paredes, Edisson Santiago; Oyos Jarrin, Mariela Silvana; Cordero López, Juan FranciscoTitling work proposed for the administrative staff of the Autonomous Decentralized Government (GAD) Municipal Guachapala Canton, a model of performance evaluation or 360° competency feedback adapted to the form presented by the Ministry of Labour, resolving the lack of a model performance appraisal ready to apply in Municipal GAD. For the above, a study was carried out ten municipal GAD's of the Province of Azuay, research was descriptive and qualitative, in order to meet the realities of the subject of performance evaluation and use the experience for those GAD's propose a model of the ten GAD's analyzed only three apply performance evaluation and use only the form of the Ministry of Labor, the proposal adds value by deepening theoretical and it is determined that the return of the Ministry of Labour is adaptable to the methodology 360 fulfilling legal and institutional characteristics. The model proposed will facilitate the implementation and help modernize the system of performance evaluation of the GAD Municipal Guachapala, reaching the main objective of this work degree, allowing the proposal by providing an indicative and comprehensive tool for measuring performance, knowledge and skills in different areas of the administrative staff. This proposal serves as a reference for similar GAD's Municipal those who decide based on this model
