    Análisis de la ciudad de Cuenca en el contexto de “Ciudad Inteligente”

    There are certain criteria to categorize cities as smart cities, in this context this study aimed to analyze whether the city of Cuenca has the necessary attributes to be formally recognized as a smart city. The research was conducted using a mixed approach, combining quantitative and qualitative elements. Numerical and statistical data were collected, additionally interviews were carried out with municipal authorities to obtain information on the attributes available to the Basin and their correlation with those of a smart city. The Deloitte Methodology adapted for the evaluation of Smart Cities in Latin America and the Caribbean was used. Six dimensions were analyzed: Environment, Mobility, Lifestyle, Economy, Security and Education, using a total of 52 indicators. The levels of compliance for each of the dimensions in Cuenca were: Environment (4.23), Mobility (4.19), Lifestyle (4.08), Economy (4.22), Safety (4.42) and Education (4.50). These results position Cuenca as a city with a high level of maturity in terms of urban intelligence. The study has shown that Cuenca has the necessary attributes to be considered a smart city. The guidelines and criteria identified in contemporary literature support this statement. The methodology used has made it possible to comprehensively evaluate the key dimensions of a smart city, and the results obtained reinforce Cuenca's position in this regard. With a score of 4.27 out of 5, the city is at a comprehensive maturity level.

    Efectos en las interrelaciones sociales luego de la intervención de un espacio público urbano. Caso del Parque de la Madre de la ciudad de Cuenca

    Studying public spaces, social dynamics are produced and the activities carried out there, has become important for the development of societies in general and of cities in particular. The situations, problems, encounters and disagreements that arise daily in public spaces are relevant. Likewise, there are projects of urban-architectural intervention, from large cities to smaller towns, which are sometimes not evaluated to analyze whether the impacts have been positive or negative for society. To reflect on this topic, the urban-architectural intervention carried out in the Parque de la Madre of the city of Cuenca, Ecuador, planned during the years 2010-2011 and whose works were executed between 2012-2013, has been taken as a case study. The methodology used in this work begins with an analysis of documents related to the subject. Then it is based on qualitative methods, such as the non-participant observation of social behaviors and dynamics within the Parque de la Madre, and in semi-structured interviews with related actors, to know the appreciation that these people have regarding this space. The study showed that, in this public space, after the intervention sports-related uses are maintained, mainly athletics, and that the citizens perceive it as a safer and friendlier place than before. There are new users such as teenagers and yoga and capoeira practitioners; other groups have been excluded, such is the case of the theatrers and soccer players.

    Evaluando la sustentabilidad de la densificación urbana. Indicadores para el caso de Cuenca (Ecuador)

    Este artículo explica el proceso de generación de un sistema de indicadores que miden la sustentabilidad urbana en ciudades ecuatorianas. La propuesta aborda dos puntos críticos: a) la importancia de construir un sistema de indicadores que recoja la complejidad de la ciudad y pueda condensarse en un índice sintético, y b) la necesidad de mostrar la dimensión espacial de los resultados para comparar diversos tejidos urbanos. La metodología empleada se resume en: 1) construcción de un sistema de indicadores, 2) selección de un área piloto de estudio, 3) levantamiento de información primaria y secundaria, e 4) implementación del modelo de evaluación. El sistema de indicadores fue aplicado en una zona en proceso de consolidación en la ciudad de Cuenca, Ecuador, para evaluar las potencialidades y limitaciones de la metodología.

    Historic relationship between urban dwellers and the Tomebamba River.

    Accessibility to water sources has played a decisive role in the location and growth of human settlements, fulfilling a key role in the historical development of cities, as in the case of Cuenca, where the Tomebamba River defined its foundation place. Recent urban development has weakened the relation between cities and their rivers, and it is urgent to rediscover the potential of rivers and their banks in the urban fabric, not only as generators of urban biodiversity, but as a public space that contributes to social resilience and builds urban identities. This paper studies the historic relationship between urban dwellers and the river, in 1.5 km of the Tomebamba River that runs in front of the Historical Centre of Cuenca, through uses and perceptions of its users. A series of semi-structured interviews were explored using discourse analysis, word frequency, and spatial visualization, to reveal perceptions associated with places and space morphologies, and how they have changed through time. The results shows that historical use of this city place was related to production and leisure, having a strong relation to the river as a water source, whereas now production is no longer related to the river; instead, newcomers have occupied the space, promoting new uses in the river margins, having little to no relation with the water, modifying landscape perceptions and building new urban identities. © International Journal of Sustainable Building Technology and Urban Development.

    Impact of Quito's first metro line on the accessibility to urban opportunities

    One of the main challenges for cities is to provide equitable access to urban opportunities such as commerce, jobs, recreation, and other facilities and services. Several cities are planning and building mass public transport systems to overcome the accessibility gap derived from urban sprawl, spatial exclusion, and extreme land-use specialization. Nevertheless, there is no information on how these transportation projects will impact overall and relative accessibility for different population groups, especially those with current low accessibility. This study proposes a rigorous and replicable methodology to measure the impact of public transport projects on the overall accessibility and accessibility gap to urban opportunities for different socioeconomic groups. The methodology comprises three main phases: i) the characterization of accessibility to urban opportunities through public transport; ii) the measurement of the accessibility gap between socioeconomic groups, and iii) the impact of the metro's implementation on accessibility and the gap. All the procedures were implemented using open-source software and publicly available data, guaranteeing transparency and replicability. We applied this methodology to analyze the impact of implementing the First Metro Line (PLMQ) in Quito, Ecuador. The results show that the PLMQ will increase overall accessibility to urban opportunities, and this impact depends on travel time and current accessibility levels. The impact of the PLMQ on the accessibility gap will be more modest, and the benefits will be more important at long travel times. We argue that incorporating this kind of analysis on early planning phases of public transport projects will allow better planning and design decisions and inform public debate about significant investments in sustainable mobility.

    The objective of this work is to present a proposal of guidelines for the inclusion and order of authorship in various types of scientific publications, as a contribution so that researchers and research groups have clear and objective criteria when making decisions about the inclusion of people in these publications. This process has included the review of existing literature and good practices suggested by research groups.

    The urbanizaron process in Ecuador during the twentieth century is expressed as a characteristic of the capitalist mode of production, focused on the production and exchange of primary goods. Urbanization in Ecuador responded to the Incorporation of the country into the international trading system, based on primary producís like cacao, bananas and olí. This process determined the characteristics of urbanization through rural-urban and sierra-coast migrations, that generated uneven development between regions.

    Resilience in Latin American cities: behaviour vs. space quality in the riverbanks of the Tomebamba River

    New techniques that offer more reliable ways of predicting and understanding the use of the space can be valuable tools for designing resilient cities. The proposed methodology aims to generate a spatially explicit empirical basis about the behaviour of the population in different areas of the Tomebamba River in Cuenca-Ecuador -based on systematic observation, behaviour mapping using mobile data collection and spatial analysis techniques-, seeking for correlations with the connectivity, the spatial quality and the physical characteristics of the riverbanks.

    Valoración de la sostenibilidad urbana y el habitar en la vivienda pública en Cuenca, Ecuador

    This article contributes to the debate on public housing policies in Ecuador through an evaluation of urban sustainability and living experience in public housing projects in Cuenca (Ecuador). To this end, the projects built from 1970 to 2014 were identified and three were chosen that correspond to different urban fabrics and are located in various areas of the city and promoted by dissimilar public entities. To evaluate sustainability, assessment models were used to demonstrate that the three projects are poorly rated and that those located on the city limits are rated even lower. In order to assess living experience, surveys were conducted to identify differences in the ways of inhabiting the immediate surroundings and the city. The results indicate that projects disconnected from urban centers generate a series of unsatisfactory effects for life in society. In light of the results, public housing policies must be rethought with a view to overcoming their role as clientelism tools whose only purpose is to compensate the housing deficit in quantitative terms, in order to transform them into planning tools capable of building sustainable cities.
