The present Master´s thesis has the aim to develop a technical and methodological proposal in order to formulate a Special Territorial Plan -STP in the area of influence of the Strategic National Mining Projects – SNP in Ecuador. This thesis proposal can be regarded as a meta model because it was elaborated from already developed methodologies, however, these methodologies are articulated with the STP in order to get a plan which respond the principals of the land use management, territorial planning and sustainable management of natural recourses in areas already affected by mining activities. The technical and methodological propose has been planned into four phases: i) formulation of the STP, ii) territorial and mining project diagnosis, iii) territorial plan proposal, and iv) model management. The suggested methodology constitutes a valid tool for the implementation of STP in the initial phase and clearly fills a methodological and instrumental gap for the National and Locals Governments. It is important to say that the methodology is flexible and shall comply with the demand and interests of the different actors in the territories which will be impacted by the mining large-scale projects.
