Item Análisis del modelo de gestión de la vialidad rural en la provincia del Azuay en el marco de la ordenación territorial; en el período diciembre 2008 – diciembre 2016(2019-01-29) Macancela Vanegas, Juan Carlos; González Llanos, Mónica JanethRelationship infrastructures are one of the subsystems that make up the territorial system and an important part of them is made up of road networks. The road facilitates the relationship between settlements, linking to the production areas and fulfills the role of connector and flow channel. The Provincial Decentralized and Autonomous Government, has promoted for more than a decade, a proposal for intervention in rural roads, based on guidelines and policies established on the basis of a diagnosis of the road network, and the needs identified by the population; However, it is from year 2008 with the enactment of the current constitution, that the competencies for each level of government are clarified and that the Provincial GAD is promoting with greater emphasis, the consolidation of the Rural Roads Management Model. From conception, the model has gone through different stages, until the current level of applicability and establish itself, as a management tool recognized locally and nationally for the CONGOPE, AME and CONAGOPARE for its innovative approach based on participation, linking public sectors and private sectors, recovery of investments and articulation between levels of government; Its analysis is aimed at determining structure, implementation process, generated impacts and if the implementation of it, has improved the indicators of the service provided. Contrasting the information of the Provincial entity with interviews with authorities of Parochial Governments, it is sought to determine problems or critical knots of the model and based on it, to establish strategies for its strengthening, especially regarding the management of resources, the implementation of intergovernmental coordination mechanisms and information management.
