The development of this work we began a detailed explanation of the contents that will allow to understand in a better way the administration of the human talent in the public sector, the outstanding information it is detailed about the Autonomous Government of the town of Gualaceo. To carry out the comparative analysis information it was gathered about the handling of the subsystems of human talent applied in the Autonomous Governments of the Town of Gualaceo and Average with the purpose of finding differences, similarities, successes or mistakes to the moment to carry out the processes settled down by the law to which the public sector of the GADS is governed. This work focuses on the main taxes in Ecuador: sales taxes (IVA, income taxes, currency outflows taxes and special consumption taxes (ICE).Taxes are one of the most important sources to finance the country budget. Through the collected taxes an important number of public services are financed, such as: health services, city improvements, highways, education, etc. This supports the final objective of improving the quality of life of the Ecuadorian citizens, reducing the social inequalities, and to start the development of the country.Reforms to the tax regulations, specially those with respect to the tax collection, have a double objective: i) to increase the collected amount, that support the country budget, and ii) to change the taxpayer behavior, promoting the voluntary payment. This work concludes that most of the reforms to the tax regulations achieved their objective, which is to increase the amount of collected taxes. This increase in the amount of collected taxes is due to the increase of taxpayers that voluntarily pay taxes. For it is development, it was used by the general balance and results status of the years 2006, 2007,2008, 2009, 2010, 2011 and 2012 due to for the companies. Apparently of those balances, it was built the cash flow status and the evolution status of the net patrimony. The technicans that were used for the financial analysis are: vertical analysis, horizontal analysis, financial justifies and for the financial projection it was applied the percentage method of sales. After all the vertical analysis as the horizontal analysis due to the general balance and results status it allowed the determinate percentage composition of each account based in dates in a period and determinate it is variation respect by other, by means of the comparation of financial status homogeneous of consecutive periods. The financial justifies by it is part, it allowed to know the intern structure of the comparations and it is company with milieu to determinate the faint and strong points, to take the correct decisions in case that it admerites. The thesis will also emphasize the status of the members and credit giving, portfolio provision, the financial situation in the last few years, diagnostic and future projection. This will help make recommendations for easy application, allowing us to have better control of the finances. In order to make the assignment more efficient, we have applied some investigative methods such as records and documents, also qualitative techniques such as: interviews, observations and case studies. The outcome of this study should provide us with suitable classification of the loan portfolios in terms of source of repayment and maturing period, as well as the optimization of the analysis at the time to place the credits. As a result, we will have an adequate portfolio recovery. An analysis of provision for doubtful trade accounts was also performed, identifying that the cop-op doesn’t have the provisions required according to the technical standards; this is why it is particularly recommended to establish technical provisions with the aim to prevent possible contingencies.Item Análisis, interpretación y proyección de los estados financieros.
