    Challenges on the implementation of ICT government in the universities of Latin America

    The current pandemic caused by COVID-19 has forced humanity to reinvent itself in many ways. In this context, Higher Education does not escape this phenomenon. The new reality has accelerated the total integration of Information and Communication Technologies (ICT) into the educational process, actions that were already underway, but which were expected to take several years to materialize. Thus, this study focusses into unveiling the state of the implementation of the Government of ICTs in Latin American Higher Education Institutions. Through a Fuzzy Delphi approach, where several experts from different countries participate, we aim define the factors that would allow evaluating the implementation of the ICT Government in Latin American universities and the changes that such governance suffered during the pandemic. As a result, a battery of dimensions and factors is proposed, allowing us to identify the challenges that arise in this context. The study is relevant because Latin America is one of the regions that were most impacted by the challenges imposed by the pandemic due to its historical deficiencies in terms of the use of ICTs
