    La Junta Cantonal de Protección de Derechos del cantón El Pan y la propuesta de un manual de procedimiento administrativo

    The present research studies the structure of the administrative and operative organization, with which the cantonal board of rights protection works based on the specific tasks and management that the canton of El Pan carries out; keeping as the main mission, to guarantee the protection and the free exercise of the rights of children and adolescents. For this research, it was carried out an analysis within the dependency located in the municipality of the canton El Pan. Identifying the current problems that the cantonal board has with the lack of an internal regulation, which may serve as a guide to deal with situations of risk and violation of rights as the cantonal board is aware. The members of the cantonal board provide support and protection to the children and youth, performing their actions based on the regulations premises laid out by the constitution of Ecuador, the childhood and adolescence code, the jurisprudential precedents or the applicable principles to the case; as well as the treaties and international agreements signed by Ecuador. To achieve the effective protection, the administrative board has the power to arrange administrative measures of protections, which must be constantly monitored. However, to work better and achieve their objectives of protection and restitution of rights, it is important for the board to have established guidelines in an administrative procedure manual to guarantee the service, the prevention, protection and the complete restitution of rights.
